WATER BILL PAYMENTS

Per City of Pembina Water/Sewer Utility Policy Revised September 2023, section V, subsections A-D:

                   Section V.A City staff will bill out all utility services monthly, by the 25th of the month. CURRENT Water, Septic, and Lagoon fees will be discounted 10% as a negative surcharge.   

                   Section V.B Utility bills will be due by close of business (4:30 pm) on the 20th of each month, unless the 20th falls on a weekend, then payments are due by close of business (4:30 pm) on the Friday before.

                   Section V.C On the 21st of each month, if the current bill has not been paid, the discount will be reversed, and a 1.75% late fee will apply.

                   Section V.D If the past due bill is not paid in full by the 20th of the following month, the water service will be disconnected. A disconnect fee of $50 will be charged. An additional $50 fee will be charged for reconnection.

You can now pay your water bill with a check, savings account, credit or debit card by going online, using Text & Pay or by calling the City Office. You can also view your bill online. Please note that online payments are instantaneously credited to your account. The portal is unavailable from 11:00pm to 11:30pm CST for maintenance every day.

PAY ONLINE

To pay online, go to https://pembinand.payacp.com/home. If this is your first time using BMSPAY, you will need to register. Once registered, you can pay immediately, schedule a payment, set up Text & Pay or set up Auto-Pay. Payments are instantaneous, so your account will only be late if payment is received after the due date.

RENTS/MOWING/MISCELLANEOUS CHARGES EXCEPT FOR LICENSES AND PERMITS:

You have to enter the same information each time you pay, the software doesn't keep your information. Please note, this payment method (1) will not pay utility bills, and (2) has the same fee structure as BMSPAY: 3% for debit/credit cards ($2.50/transaction minimum), and $1.95/transaction for checks, cash, ach and eft. You can always come into the City Office and pay with cash or check; you can also use a debit or credit card, but additional charges will apply.
