Official Minutes May 14th, 2012 City Council Meeting

 

 

Attendance Council meeting: Mayor Warren Hillukka, Council Kyle Dorion, Beverly Burke, Greg Wilmer, John Feldman and Debbie Stanhope.

Present: Attorney Rob Fleming, Aud. /Adm. Nancy Thompson City Engineer Dan Johnson and Public works Ken Norby

Absent

 Others Present: Kathy Johnson for Pembina New Era, Neil Fleming

Public Portion: no one present

Regular Meeting: Was called to order by Mayor Hillukka at 6:00 p.m.

2. Changes made to agenda: Motion by Dorion second by Stanhope to accept changes to agenda.  Motion carries. Motion by Feldman second by Stanhope to approve April 9th minutes and April 23rd minutes with changes .Motion carried.

3. Old Business: a)J&R water waste was discussed Motion by Dorion second by Feldman to have J&R Wastewater Inc do sewer cleaning on Caviler Street only and pay for it from the garbage and maintenance & repair fund. Roll call vote ayes Feldman, Stanhope, Dorion and Burke. Nays-Wilmer. Motion carries. b) Auditor let Council know she has been in contact with building solutions from Grand Forks  about the removal of asbestos in spot bar .City Attorney discussed with council instead of waiting for the spot bar to come up on back taxes maybe the owner would deed it over to the city. Attorney will look into the deeding of spot bar for next meeting.

4. City Engineer /Dan Johnson: a)The City nor the Engineer have heard anything from Spruce Valley on the claims from residents. Spruce Valley is looking at coming back the end of May.  b) Engineer looked into weight limits on City streets. Height and weight limits on South Pembina Bridge owned by Pembina County were also looked at. He gave Council a hand out with all the information on it. (see attachment)   c) Council discussed the Parcel pick up at the airport and they need to let them know that a weight limit is going to be put on the street in south Pembina .Council was wondering if a sign could be put up for semi traffic to go south on road .Auditor will send a letter to the Nords asking them to put a sign up having semi’s go south and to let them know that a weight limit is going to be put on the street in south Pembina.Motion by Dorion second by Feldman to direct City attorney to draw up an appropriate ordinance for weight limits on City streets, semi truck routes and semi parking. All present ayes .Motion carries. Motion by Feldman second by Wilmer for painted cross walk with pedestrian signs at the corner of 2nd street and Stutsman and speed bumps to be put down in South Pembina on Beaupre Street. All present ayes .Motion carries

5. Attorney: a) Attorney updated Council on unoccupied homes and buildings in town.

 b) Attorney is working on new golf club lease .c) Growth committee met today to go over mowing bids .The committee had two bids come in attorney reviewed bids and agreed with growth committee that there was only one legal bid . The recommendation from the growth committee is to accept the bid from Laure Norby for 225.00 per time for mowing and trimming of Pembina court with an additional charge of 50.00 when it need to be bagged. Feldman moves to adopt the recommendation from the growth committee to accept Laura Norby’s bid for mowing of Pembina court. Ayes Stanhope, Feldman, Dorion and Burke. Nays Wilmer. Motion carries.

 

6. Employee Report: a) Ken would like council to consider a new John Deere mower with a 72 inch deck .Ken is to get prices on new mower with the deck for Junes meeting. b) Ken also brought up the Corner parcel and bar. They were suppose to get something to the City in writing on who’s pay what amount on the main if it needs to be fixed someday, or if some else buys one of the businesses then they have it in writing what they are responsible for on the main line. Council wants this to be done by the end of the May. This item is to be revisited at the June meeting. c) When Pest Detective comes up he needs to look at concession stand in south Pembina. d) Ken wanted to know when the City mows private properties how is it billed .Auditor let him know its assessed  to their property taxes .So she needs to know which property’s have been mowed and dates mowed for the taxes. e)  Discussed workman’s comp along with a computer for Ken .Ken is using his own laptop but the laptop at the City shop that Greg K is using belongs to the City. So there is a City owned computer down at the shop.

 7. Mayor Update: a) update on levee b) update on new border patrol station.

  1. Aud. /Admin. Update:  a) April financials reviewed and approved b) May bills reviewed and approved.  
  2. Committee Reports: a) Mayor Hillukka made the following appointment to the Library board committee Renee Carpenter and Marcy Cleem. Motion by Feldman second by Dorion to accept Mayors appointment to the Library Brd committee. All present ayes. Motion carries b) The Rec Brd. would like to use the City owned shed that is down at the rodeo grounds and have it move down to South Pembina. The agreement on the rodeo shed was the City would pay for the materials to build and the rodeo could use it until or if the rodeo discontinued .All Council present agreed for the shed to be moved off the rodeo grounds and down to south Pembina for the Rec Brd to use. c) Growth committee recommends to the council that if you’re a 1st time home buyer in Pembina you get free water & sewer up to $100.00 a month for 6 months and a family golf pass for a season. Dorion moves to adopt the recommendation from the growth committee for the incentive of 6 months free water & sewer (up to $100.00 per month) and a family golf pass for one season. All present ayes. Motion carries.

 

10. Issues-New a) Council discussed hiring a person for summer help .Motion by Wilmer Second by Dorion to hire summer help with a wage of $8.50 an hour. All present ayes. Motion carries. Auditor will put ad in paper for summer help position. b) Council discussed the City web site .Auditor well contact Holly Phillips to see if she would be interested in working on the web site and what she would charge for doing it.
