Public hearing called to order at 7 p.m., by Mayor Hillukka.
· G. Christensen, representing the Golf Course Board – Motion by Senum, second by Dorion, to grant the Golf Course’s request for $5,000 from Sales Tax pending receipt of the written application. Motion carried with 100% voting aye.
· L. Wilwant reported on water issues: Border dike lawsuit, Pembina River Basin Board, and plans to attend the International Red River Basin Board meeting in Winnipeg in January. Motion by Senum, second by Burke, to send Wilwant as a representative to this. Motion carried unanimously.
Regular Meeting called to order at 7:25
1. Changes to agenda: Girl Scouts
2. Motion by Dorion, second by Burke, to approve Nov. minutes as amended. Motion carried unanimously.
3. City Attorney Update: Fleming’s response indicates he will not assist with completion of the title opinions. Motion by Dorion, second by Senum, to approve city’s 15% share of payment of title work completion. Motion carried unanimously. Gaustad will wait for FEMA’s response before proceeding.
4. Employee Report: a) Review of staff and auditor goals/priority lists. b) Staff are happy with curb stop detector at a price of $750. Purchase tabled. c) Delinquent accounts reviewed.
d) Motion by Senum, second by Burton, to give summer staff a bonus of $.25/hr for good work. Motion carried unanimously. e) Motion by Burton, second by Dorion, to pay office cleaner $10/hr. Motion carried unanimously. f) Motion by Burton, second by Senum, amended to pay Skinners $100 for furniture left at the Professional Building. Motion carried unanimously
5. Mayor’s Update: Appointed Joe Casey to the Pembina Growth Committee.
6. Auditor’s Report: a) Nov. collections/disbursements and general ledgers reviewed & approved. b) Budget to actual through Nov. reviewed. c) December bills to be paid approved.
d) Motion by Senum, second by Burton, to accept the revision to the liquor license renewal application (copy attached). Motion carried unanimously.
7. Committee Reports: a) Recreation – Good turn-out for Santa Day and turkey bingo. Proposing showing movies once a month. b) Personnel and Growth –Auditor directed to research monogrammed jackets for employees.
8. Issues: Girl Scouts: recently re-formed and looking for seed money for handbooks. Motion by Burton, second by Dorion, to provide $200 to the Girl Scouts from Sales Tax pending receipt of the written application. Motion carried unanimously.
9. Motion to adjourn by Burke at 8:50 p.m.
