8/7/26 Unofficial Special Council Meeting Minutes

Date: Friday, August 7, 2026,5pm

Council Members Present: Mayor Helland, Flores, Snitker, Norby, Needham, Carattini

            Absent: Carpenter

Guests: Koropatnicki City Super; Stoiber, City Auditor; R Fleming, City Attorney

Special Council Meeting called to order at 6:00pm by Mayor Helland.

·         Discussion on Clow Building Permit: so long as Mr. Clow meets or exceeds the right of way to the dike, and stays on his own property, the City has no issues with his building permit. Motion by Snitker, 2nd by Carattini to approve the building permit provided Mr. Clow meets or exceeds the dike right of way. All ayes, motion carries. Helland: when Mr. Clow was having his property lines surveyed, it turns out that whoever built the house, driveway, and garage, was not staying within correct property lines. City needs to discuss doing a vacate of certain property in order for Mr. Clow not to lose his garage/driveway. Will be discussed with Fleming at 8/17/26 council meeting.

·         Discussion on this year’s mills: motion by Needham, 2nd by Snitker to approve the preliminary budget as presented by the auditor; all ayes, motion carries.

o   Mills have been preliminarily set as follows: General Fund 95.16 mills (down 6.41 mills); Emergency Fund 2.5 mills (increased 2 mills from last year); Library Fund 1 mill, Cemetery Fund 2 mills, Rec Board 2.5 mills—all same # of mills as last year; Capital Projects 10 mills same as last year. The total amount levied is estimated to be $218,404.36, which is $11,377.70 higher than 2025 actual of 207,026.66, and $14,657.32 higher than the 2024 actual of $203,747.04.

·         Setting Public Budget Hearing and Final Budget Hearings: Set Public Hearing to Wednesday, September 16, 2026, 5pm at the Professional Building, and Final Budget Hearing for September 16, 2026 at 5:15pm at the Professional Building.
