Present: Mayor Mike Fitzgerald, Connor Snitker, Ken Norby, Allen Huttunen, Renee Thomas, Pat Burton, Jeff Watts

Public hearing called to order at 6:00pm
Public Hearing:Jo Allard: Jo here to represent Valley landfill as they don’t want to lose our business. Would like Pembina to give them six months to prove themselves.Call to order following close of public portion at 6:02pm.
Changes to Agenda: Add application for local permit under auditor. Motion to accept changes by Watts, seconded by Snitker. All ayes present. Motion carries.
Approval/Changes to November’s minutes. Motion to approve November’s minutes by Huttunen, seconded by Thomas. All ayes present. Motion carries.
Old Business
- Garbage truck/rates – Motion to contact and notify Countrywide as we have some legalities to work through with Valley landfill by Huttunen, seconded by Burton. All ayes present. Motion carries.

Motion to rescind the motion to pause Countrywide by Huttunen, seconded by Thomas. All ayes present. Motion carries.
- Lagoon - Purchase of new land – Motion to purchase ten acres at $5,000 an acre by Huttunen, seconded by Thomas. All ayes present. Roll Call: Ken Norby – aye; Connor Snitker – aye; Pat Burton – aye; Renee Thomas – aye; Allen Huttunen – aye. Motion carries.
- Ramp Light – Right Choice Electric cut the power from the fallen light pole so the lights would work on the Interstate off-ramp again. Looking at replacing the pole. Right Choice also looked at speed radar sign as it looks like the motherboard is broken. Blaine gave Debi the incident report of when the semi hit the light pole.
- Generator – Motion to accept bid from Leroy Carpenter by Snitker, seconded by Burton. All ayes present. Motion carries.
- Water meter readers – tabled
- Weight Limit Signs – tabled
- House Condemnations – 422 N 5th St – Rob drafted a letter letting homeowner know they have 3 days to fix all improvements listed on the document.
Committee Reports
- Fire Department – pancake feed went well. Blaine will be attending an arson investigation class. Blaine met with the County Commissioner about issues and to come up with improvements and changes.
- Rec Board – Santa Day was a success. Brenda turned in the Self-Help grant for the campground bathroom.
Employees Report/Concerns
- Korpat has been working with Lundseth on backflow needs. Grinder stations have been serviced.
Update & Business: City Auditor/ Debi Stainbrook
- December Bills & Financials - Motion to accept financials by Norby, seconded by Snitker. All ayes present. Motion carries.
- Application for Gaming Permit – Motion to accept permit from Pembina SADD group for their calendar raffle by Huttunen, seconded by Thomas. All ayes present. Motion carries.
New Business
- Scott Gangl from ND Game and Fish - tabled
- Lot & Storage Rent - tabled
- Fire Hydrant Usage – Only city employees or the Fire Department can use fire hydrants. This is to ensure it’s done safely and used the proper way.
- Cement posts in south Pembina – Posts have been removed from South Pembina which is city property. No one knows who removed them.
- 2022 Pembina County Self Help Program Application – Motion to apply for the self-help program for a snowblower to care of the streets in the winter by Snitker, seconded by Burton. All ayes present. Motion carries.
- Auditor job – Received two resumes for auditor job. Mike is setting up interviews. Motion to hire Debi part-time as needed at $21.50 per hour until position is filled by Snitker, seconded by Huttunen. All ayes present. Motion carries.
- Living Local Network – Living Local offers a free 50-inch TV with a player unit that plays health and wellness information. Suggested area was in the commons area of the professional building.
