 Official Minutes for April 11th, 2016, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, VP Greg Truax, Allen Huttunen, Ron Fritz, Corie Koropatnicki and Joan Studeny.

Absent:  President Greg Wilmer & PWS Gary Helland

City Employees Present:   Nancy Thompson, Auditor/Administrator

City Attorney Present:  Rob Fleming

City Engineer Present – Brad -Bail WSN and Nate Dalager -HDR

Meeting called to order by Mayor Dorion at 6:00 p.m.

Changes to Agenda

Motion by Mr. Fritz, second by Mr. Truax to accept the agenda; ayes to all present.  Motion carries.

Changes to March Minutes

Motion by Mr. Fritz, second by Mr. Truax to approve March minutes; Ayes to all present.  Motion carries.

Old Business

• Levee – Nate went over the scope of work for the recertification on the levee.

Motion by Mr. Fritz, second by Ms. Koropatnicki to accept HDR proposal for FEMA Levee Recertification pending the decision from NDSWC on the city’s cost share application; Ayes to all present.  Motion carries.

• Bret Corneliusen –Tabled till May 2016
• Ernie D’auetuil – Tabled till May 2016.
• Spot Bar- Keep on old business until spring.

• Daycare items- Daycare facility has been purchased and the renovations on it have begun. The facility will be rezoned from R1 to R2. The hearing for the rezoning will be May 9th @ 5:45 before the regular Council meeting.

Engineer Report/Brad Bail –

• Lagoon - Mr. Bail is still working on the paper work.

Attorney Update / Rob Fleming –

• Floodplain Ordinance- Second reading was done.

Motion by Mr. Truax, second by Mr. Huttunen to accept the second reading of the Floodplain Ordinance; Ayes to all present.  Motion carries.

Update & Business:  Mayor-  

• Rec Board member - Mayor appoints Laura Frietag to Rec Board

Motion by Mr. Huttunen second by Mrs. Koropatnicki to accept Mayors appointment of Laura Frietag to Rec Board; Ayes to all present.  Motion carries.

Employee Report/Concerns

• Reviewed email from Mr. Helland and the cleaning of the coulee is tabled till Mays meeting.

Update & Business:  City Auditor

• The March financials and April bills were reviewed and approved.
• Tax Equalization meeting - Meeting will be April 19^th @ 4:30 pm at the city office building.
