Official Minutes for April 8th, 2019 Pembina City Council Meeting
Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker (via phone), Allen Huttunen, Cody Carpenter, Melissa Hilliard and Mike Fitzgerald
Absent: none
City Employees Present: Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

Others present: Phil & Louise Hall, Del Huttunen, George Christiansen and Charlie Hart
Public Portion
Charlie Hart here to address council regarding moving the Masonic Lodge over by the museum. Requesting the councils backing. Invited all to attend a meeting at the museum on April 30th at 7 p.m. Del and George here on behalf of golf course. Informed council that the horse barn has been given to them also now. Inquired about doing their own spraying under the city employee’s applicators license. Asked if the north exit from golf course would be leveled and re-graveled after the water break this winter.
Phil Hall inquired about the insurance on grandstand and the ballpark also asked about the lots in Pembina Court.
Meeting called to order by Mayor Dorion at 6:17 p.m.
Changes to Agenda
Add Recreation Board under committees, add speed bumps under employee concerns and add Historical Society under Mayor. Motion by Snitker, second by Huttunen to approve changes to the agenda. Ayes all present. Motion carries.
Motionby Fritz,seconded by Fitzgerald to approve March’s minutes. Ayes all present. Motion carries.
Old Business

Spot Bar- Tabled. Cody may have a lead through Mar/Kit to call. Will get ahold of them regarding demolishing Spot Bar.
Engineer Report/Brad Bail – Gave the letter for bid requests to Lisa for her to mail out. Brought up presentation on the pond. Mayor Dorion said we will wait until after the water has receded.
Attorney Update / Rob Fleming- Advised city to call about the applicator’s license to make sure the chemical the golf course is going to use is approved under Gary’s license. Lisa or Gary will call to ask about it.

Speed Bumps: Speeds of the vehicles are increasing again on Stutsman Street. Review the pricing from Uline. Put them west of school near Lisa’s or further west also west of 2nd Street by Stanhope’s. Motion by Huttunen to set a $3500 budget for purchasing speed bumps. No second so motion dies. Table until May meeting. Lisa and Gary will do more research.

Historical Society- Mayor Dorion recommends that the council back the Historical Society. Motion by Huttunen, second by Hilliard to support Historical Society in their efforts to obtain the land by the museum to relocate the Masonic building and the church when the time comes. Ayes all present. Motion carries.
Update & Business: City Auditor

The March financials and April bills were reviewed and approved. Lisa informed council she applied for the Larry Wilwant grant for advertising. The grant will be used to advertise our South Pembina recreation area (camping, fishing and golf course.) Lisa checked into pricing on the Newman billboards but cost is too high so we plan on looking into permanent signage.
Committee Reports:

Flood- Blaine attended a flood meeting at the Pembina County emergency center. Still 90% chance of hitting 51 feet between April 22nd and April 29th. Lisa has already talked to Mrs. Gruenberg at the school regarding students filling sandbags. Will call to figure out a day this week.

Recreation Board- Having problems with contractors getting back to us for estimates. The one bid we have received for fish station and bathroom was $34,968.74 which depletes entire account. We are applying for a grant to help with costs from the Outdoor Heritage Fund. Nothing on the grandstand yet. Mike submitted letter to Twin’s baseball program to help fund grandstand.
New Business:

Golf course- City making phone call about applicators license. Gravel will be put down after it is leveled on the exit at golf course. Waiting on paperwork from Gary Warner on horse barn. If not deed will ask for a bill of sale.

Professional Building damage- Al brought up the damage to the back wall of building and mentioned that last couple years a lot of damage to building prior to the recent wall damage in back. Stated that equipment operators need to be more mindful of the equipment in relation to the buildings. Also, the snow needs to not be piled up against Masonic lodge.
