Unofficial Pembina Council Meeting Minutes for November 17, 2025

Council Members Present: Mayor Fitzgerald, Snitker, Flores, Norby, Needham, Carattini, A Huttunen (via telephone)

Public Portion called to order 6pm by Mayor Fitzgerald.
Public Portion closed at 6:00pm by Mayor Fitzgerald.
Regular Council Meeting Called to order at 6:01pm.
Changes to Agenda—motion by A Huttunen, 2nd by Snitker to accept changes to agenda; all ayes; motion carries.
· Approval/Changes to October 20, 2025, MeetingMinutes—motion by Needham, 2nd by Snitker to accept minutes; all ayes; motion carries.
· Old Business
o Valley Landfill abilities A Huttunen tabled to next month
· Committee Reports
o Rec Board – no meeting.
o Ice Rink—no meeting
o Cemetery—no meeting
o Library—no meeting;
- Professional Building—no meeting—Ste 5 repaired; Norby picked up flooring materials; Stoiber is pulling up old carpeting and getting ready to install flooring; Stoiber is working on business plan for pantry (“Feed the Need”); once flooring is installed & plan approved, Red Roost Motel/Needham will order sink from Webstaurant Supply and have Brandon Patterson install it; Great Plains Food Assistance Program will help with fridges, freezers, and shelving; Stoiber will contact USDA and other entities for donations of food and money to purchase food.
- Daycare Committee—Tanya paid $400 for pest control, doesn’t feel should be her responsibility; Motion by Carattini to reimburse Tanya $400 for pest control and to add pest control to City’s contract; 2nd by A Huttunen; ayes: Needham, Carattini, Snitker, A Huttunen; Flores; nay: Norby; motion carries. Tanya asked for update to sandbox repairs—Trails End is unable to do anything until Spring for fear of damaging lawn; Tanya requested the city take care of the rodent-chewed electrical cords for a/c unit. Stoiber to call Stateside and get them lined up.
- Employees Report/Concerns
o Koropatnicki
- Fire Department—after expenses, PFA made $1300 on potato feed; there will be a pancake feed in December in conjunction with Santa Day; the PFA is selling raffle tickets for a drawing in December; December 5th & 6th, PFVD will be doing vehicle extrication training.
- Engineer report—not present.
· Attorney Update
o Working on verbiage for chicken ordinance to be put on ballot next year
o DFA Condemnation proceedings—hasn’t heard anything from Israel—was waiting to hear from Blaine about PVFD getting building; Fleming will move forward with proceedings.
· Update & Business: Mayor Fitzgerald
o 2nd reading of new golf cart ordinance; motion by Needham, 2nd by Carattini to approve; all ayes; motion carries.
o 2nd reading of Electric scooter/bicycle/skate board ordinance; motion by Needham, 2nd by Carattini to approve; all ayes; Mayor Vetoed. Mayor has until next meeting to put in writing reasons for veto; council can make changes based on veto or vote again to accept.
- Update & Business:CityAuditor/Stoiber
o October 2025 Bills & Financials—Motion by Needham, 2nd by Carattini to approve; all ayes, motion carries.
o Delinquent Accounts Update
o Request to Consolidate Funds: as per State Auditor, need to reduce number of funds; motion by Needham, 2nd by Carattini to condense funds down to 19; all ayes; motion carries.
o Water/Sewer/Lagoon rates—losing money; water-sewer-lagoon rates will need to be reviewed in December; tabled to December.
o Working on $200,000 grant for heating/hvac: have been getting quotes for PB, CC, PVFD, and Daycare; told to get quotes for Golf course club house, 2 shop buildings, Ice Rink Warming House, and tower pump house. Estimates will determine which buildings will be done.
o 2 potential grants: walking trails in S Pembina; repair roads/bridge to S Pembina—council determined these aren’t feasible due to flood risk and cost to repair bridge/roads.
o Issues with people staying at Kneeshaw Cir—2 campers parked and plugged into the same lot, using a lot of electricity; dumping excessive trash in City dumpster (behind PB); dogs have dug holes and broken water and sewer taps on neighboring lot; there may be more damage to be determined once they leave. Their sponsor, Mr Sobolik has been invoiced for the additional camper for 1 month but it hasn’t been paid yet (they were asked to move it to the street, which they didn’t do), and he will be invoiced for all the damages incurred by these folks. Fleming to help with letter. In future, will make each Long-term Stay person sign lease and held responsible for damages. Long-term stay may not be in place in the future if the housing project goes forward—or may be moved over to 5th Street park.
- New Business
o End of year employee recognition: Motion by Snitker, 2nd by Carattini to give year end bonuses as follows: Koropatnicki $2500 + 16 hrs PTO; Stoiber $1500 + 8 hrs PTO; Norby $1000; Montez II $500; Elfstrom $500. Role call vote: Ayes: Carattini, Snitker; Nays: Needham, A Huttunen; Flores and Norby abstained, Mayor abstained. Motion died. Motion by A Huttunen to amend amounts as follows, 2nd by Needham: Koropatnicki $1500 + 16hrs PTO, Stoiber $1250 +16hrs PTO, Norby $1000; Montes II $500; Elfstrom $500. Role call vote: Ayes: Needham, Carattini, Snitker; A Huttunen. No nays. Flores and Norby abstained. Motion carries.
o End of Year Reviews: Stoiber to email out review forms
o Building Permit: 171 N 3rd St—motion by Snitker, 2nd by Norby to approve. All ayes. Motion carries.
Motion to adjourn at 7:30pm by Carattini, 2nd by Snitker.
