Official Minutes of September 14th 2009 Preliminary Budget & City Council Meeting

 

Attendance for Budget :Mayor Warren Hillukka, Council, John Feldman, Kyle Dorion, Beverly Burke, Debbie Stanhope, Aud. /Adm Nancy Thompson, Deputy Auditor Lisa Penn

Preliminary Budget called to order by Mayor Hillukka at 5:00 p.m.

Reviewed Budget. Recessed Preliminary Budget meeting at 6:00p.m.

 

Present for regular meeting: All previously listed and Council, Pat Burton, PWS Ken Norby, Attorney Neil Fleming, Deputy Nick Foley& Sherriff Brian Erovik,  Absent: Council Greg Wilmer &Dan Johnson City Engineer

Public Portion: No one present

Regular meeting: called to order by Mayor Hillukka at 6:00

 1. Changes made to agenda: Under Approval add August 24th minutes add Sales Tax & Police contract under Attorney and Under Mayor Boat landing and vandalism. New & outstanding add radar & vacant houses.

2.Motion by Feldman, second by Stanhope to accept changes to agenda. Motion carried. Motion by Stanhope, second by Burton to approve August 10th minutes with changes and August 24th minutes.  Motion carried.

3. City Engineer /Dan Johnson: Absent.

 4. City Attorney Update: a) Motion by Dorion second by Burton to accept the first reading of ordinance 2009-2 to increase the sales and uses tax from 1.5% to 2.5%. Motion carries b) Motion by Feldman second by Dorion to pay $2,500 for the cleanout and extension of Drain 69. Motion carried c) Motion by Feldman second by Dorion to terminate the police contract with Pembina County. Motions Carried

5. Employee Report: a) Motion by Dorion second by Feldman to accept the new 2 year loader lease agreement with RDO. Motion Carried. b) Need to get price quotes on cost for auto turn-on tower pumps.

6. Mayor Update:  a) Mayor has appointed Zelda Hatrje as City tax Accessor Motion by Dorian second by Burton to accept Mayors appointment of City Tax Accessor. Motion Carried. b) Mayor would like to work with HDR Engineering and draft a letter to send out to our legislators and Governor Hoeven on our levee .Council agrees this would be a good thing to do. c) ) Motion by Feldman second by Stanhope to accept amendment to Ottertail street lighting contract . Motions Carried

 7.   Aud. /Admin. Update:  a) August Financials reviewed and approved b) September bills reviewed and approved c) Motion by Burton second by Dorion accept the new contract with Friendship . Motion Carried d)Tabled the selling of radar until next meeting

8.  Committee Reports: a) the president of the rec board has given his letter of resignation but will stay on as a committee member.

9. New Issues: a) Motion by Burton second by Feldman to have our city building inspector look at vacant house in town.

10.  Motion to adjourn regular meeting by Burke at 7:40 p.m.

Preliminary Budget resumes 7:40 p.m.

Council accepts preliminary Budget .Final Budget meeting is set for September 23rd at 5:00 p.m.

Motion to Adjourn by Burke at 8:00 p.m.
