Unofficial Special Council Meeting Minutes for June 7, 2026, Widseth Inspection of South Pembina Bridge

Date: June 7, 2026, 4pm

Location: 152 W Rolette St.

Council Members Present: Mayor Fitzgerald, Norby, Snitker, Needham, Carattini

            Absent: Flores, A Huttunen

Guests: Koropatnicki, City Super; Stoiber, City Auditor; Fleming, City Attorney (via telephone); Lee Cariveau & Derek Navrital, Widseth Smith & Nolting, City Engineers

 

4:03pm Special Council meeting called to order by Mayor Fitzgerald.

 

·         Navrital reviewed 6/4/26 inspection report, matches personal inspection. Seems to be a conflict as to who owns bridge. Possibly recommending bridge be limited to 1 ton on North end—bikes, mortorcycles, small golf carts, pedestrians, mowers, but need to do further investigation. South end has almost no bearing left. East side all beams are pushed to the south.

·         Fleming—we need to take Widseth’s recommendations to NDDOT and ask if we can change the limit.

o   It could months to get weight limitation signs, permission to change the weight limit/access

·         Ceriveau—spoke to Jennifer & Justin at NDDOT—there are no files showing the City owns the bridge, they show the Pembina County Agency is the owner. Widseth has been denied the 2024 reports because it isn’t City property according to NDDOT.

·         Fleming will research for ownership information and try to retrieve 2022 and 2024 reports; would be ideal if County was the owner as they have more money; once Widseth provides their recommendations, will request NDDOT to open to foot traffic and less than 1 ton on the bridge, adjust speed limit to 5 to 10 mph.
