Official Minutes for March 11th, 2019 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker (via phone), Allen Huttunen, Cody Carpenter and Mike Fitzgerald

 

Absent: Melissa Hilliard

 

City Employees Present:   Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

 

City Attorney Present: Rob Fleming

City Engineer Present: Brad Bail

 

Others present: Harold Rotunda, Clay Johnson, Marcus Gobeil, Aja Briscoe and Thomas Sailere

 

Public Portion

Harold Rotunda gave overview of finances.

 

Meeting called to order by Mayor Dorion at 6:12 p.m.

 

Changes to Agenda

 

Add DFA/CBP to New Business. Motion by Huttunen, second by Carpenter to approve changes to the agenda. Ayes all present. Motion carries.

 

Motionby Fritz,seconded by Fitzgerald to approve February’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Tabled.  

     

    Engineer Report/Brad Bail  Discussed being on the priority list for the Clean Water State Revolving Fund (CWSRF) Program for the lagoon. Also, informed council about the call from customs about wanting to dispose of waste from livestock crossing border that needs to be unloaded for inspection.

    Employee Report/Concerns-

  • Skid steer lease: Lease is up and we have 2 years warranty left. We can either trade in or buy this one for $1.00. Current skid steer has low hours. Auditor makes recommendation to purchase skid steer we have for $1.00. Motion by Huttunen, second by Fritz to purchase current skid steer for $1.00. Ayes all present. Motion carries.

     

  • Snow tires/skid steer- We do not currently have snow tires and are using chains. Quote from Chales was $1850. Use funds from blade sale to purchase. Motion by Huttunen, second by Carpenter to purchase snow tires for the skid steer from Chales. Ayes all present. Motion carries.

     

  • Flood 50% chance of reaching 52ft – Gary requesting guidance. When needed Mayor Dorion will call the flood committee together for a meeting. At this point have pumps ready get the stops logs accessible and contact Andrew about time frame for sandbags. Lisa has information in the office from past flood meetings. New high level is 57 ft Lisa will contact HDR to confirm that height.

     

  • Drainage ditch cleanout - The drainage ditches will need to be cleaned. Gary requesting pre-approval to have Twamley come clean them. Motion by Fritz, second by Carpenter to have Twamley clean the drainage ditches. Ayes all present. Motion carries.

  • The February financials and March bills were reviewed and approved.

     

    Committee Reports:

  • Growth/Daycare- Daycare has been cleaned. Ads have been submitted to the papers for a new operator. If no one is found the building will have to be sold.

     

    New Business:

  • DFA/CBP – Huttenun brought up situation DFA is having with trailer. Wondering if we can help in any way by talking to CBP. Huttunen will contact CBP.
