Official Minutes for April 13th, 2020, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker, Cody Carpenter, Allen Huttunen, Mike Fitzgerald and Melissa Hilliard

 

Absent: Gary Helland/Public Works Superintendent

 

City Employees Present: Lisa Hall/Auditor, Blaine Eisenbeis/Public Works Assistant

City Attorney Present: Rob Fleming

Others present: Zelda Hartje, Greg Kneeshaw

 

Public Portion-

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Motion by Snitker, second by Hilliard to approve the agenda. Ayes all present. Motion carries.

 

Motionby Fritz,second by Snitker to approve March’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Motion by Huttunen second by Hilliard to accept the bid from Forest River Colony of $40,000 to demolish and remove the Spot Bar building. Ayes all present. Motion carries. Rob will draw up a contract with details of job and deadline of September 30th, 2020.

     

    Engineer Report/Brad Bail

    Attorney Update / Rob Fleming- Huttunen had inquired about the bar serving mixed drinks in to-go cups when they are serving food during this pandemic. Rob advised what would need to be done. Corner Bar said at this time they would not need to look into it as they can still serve off sale.

  • The March financials and April bills were reviewed and approved.

     

  • Airport road- The south end starts to get water over around 50 ft so the clay enclosure will need to be put in. Last Thursday the wings were sandbagged and Friday the holes for the I-beams were cleaned out. Tomorrow the logs for wall enclosure will be staged and the I-beams will be put up. The wall will be put up part way by end of the week.

     

    Committee Reports:

  • Fort Daer/Express Services- Lisa had Rob review a contract that Express Services would like in place for harvest when they have their crew stay at campground. Motion by Fitzgerald second by Snitker to accept the contract from Express Services. Ayes all present. Motion carries.

     New Business:

      Motion to adjourn by Fritz at 6:25 p.m.
