Official Minutes for December 14th, 2020, Pembina City Council Meeting
Council Members Present: Mayor Mike Fitzgerald, President Jeff Watts, VP Ron Fritz, Pat Burton, Greg Koropatnicki, Jennifer Martin and Allen Huttunen

Public Portion- No one present.
Meeting called to order by Mayor Fitzgerald at 6:00 p.m.
Changes to Agenda
Add AMKO/Brian under Old business, remove Federal Building under Mayor, snow removal pushed into drainage ditches, loader lease under employees, survey under engineer. Motion by Watts second by Burton to approve agenda with changes. Ayes all present. Motion carries.
Motionby Fritz,second by Watts to approve November’s meetings and December’s special meeting minutes. Ayes all present. Motion carries.
Committee Reports:

Snow pushed in drainage ditches- MCI’s contractor pushing it into the ditch which causes issues in spring. Lisa will contact and inform them this is not allowed.

Loader lease- Koropatnicki was looking at hours that are on loader and skid steer. We should put hours on the leased equipment.

Parking- Martin asked about cars being parked on streets and alleys. Lisa will get something in the paper advising residents of this.

Leave transactions- Martin asking if start time, quit time and PTO daily can be added to this monthly report if system does this. Lisa will look into but does not think there is anything on Banyon. Both auditor and public works punch in manually on time cards then entered into payroll as a total.
Old Business

AMKO/Brian Osowski- Motion by Watts, second by Huttunen to accept the bid from First United Bank. Ayes all present. Motion carries. Motion by Burton, second by Fritz to adopt a resolution for the issue and sale of City of Pembina, ND Sales Tax Revenue Refunding Bond 2021. Roll call vote: Ayes: Martin, Fritz, Koropatnicki, Burton, Watts and Huttunen. Nay: none. Motion carries.

Security camera- Tabled.

Water/sewer rates (lagoon) – Lisa presented council with the account information for water meters in residential and commercial. Engineer informed council best to start saving money in a fund now for the upcoming lagoon project that will be required by the state. We have no idea when they will require it. Only a few cities are still single cell ponds. Motion by Huttunen, second by Koropatnicki to create a lagoon fee charging $0.30 per 100 gallons used for commercial accounts and $0.10 per 100 gallons used for residential accounts with apartment buildings being classified as residential. Ayes all present. Motion carries. Motion by Huttunen second by Koropatnicki to amend previous motion to have apartments classified as commercial. Ayes all present. Motion carries.

Tree pile- Forest Colony’s bid for removing the tree pile remains is for when they remove the houses not before that.
Engineer Report/Brad Bail –

Survey- Brad will let them know to include 4th on north side of highway 59. We are on the schedule to have 4th street surveyed.
Attorney Update / Rob Fleming-

Update condemned buildings- The property owners can come on January 11th at 7 p.m. for hearing to give their reasons on why the needed repairs are not done. A zoom meeting will be set up for them to attend and we will have the building inspector as well so he can give the information to them and the pictures he has. Mayor Fitzgerald will get the information to Rob for the zoom meeting.

Motion by Watts, second by Huttunen to accept the Pembina County Emergency Managements Resolution for the Pembina County Multi-Hazard Mitigation Plan. Ayes all present. Motion carries.
