October 12, 2009 City Council Meeting

 

Attendance: Mayor Hillukka Council: John Feldman, Kyle Dorion, Greg Wilmer, Beverly Burke, Deputy Auditor Lisa Plante and PW Asst Tom Masloski

Absent: Debbie Stanhope, Pat Burton, Aud./Adm. Nancy Thompson, PWS Ken Norby

Present: City Engineer Dan Johnson & Attorney Neil Fleming

Others Present: Vance Nelson

 

PUBLIC HEARING PORTION OF SCHEDULED MONTHLY COUNCIL MEETING 6:05 P.M.

 

Vance Nelson here to discuss possibilities for historical Ukranian Church in South Pembina.  Updated council on situation.

  

Regular meeting was called to order by Mayor Hillukka at 6:15 p.m.

 

1.  Changes made to agenda:  add to Attorney-land in South Pembina for historical church; add to New and Outstanding-South Pembina speed limit;  add under Committees-PCC floor.  Motion by Feldman, second by Dorion to accept changes to agenda.  Motion carries.

 

2.  Motion by Dorion, second by Burke to accept September minutes with change to September 14, 2009 minutes under 6c to read “accept amendment to Ottertail street lighting contract”.   Motion carries.

 

3.  Engineer Report/Dan Johnson:  a)  will send letter for DWSRF to keep Pembina on list with already assigned number  b) updated on options for the drainage issue by bulk plant  c) surveyors will be taking more elevations at the ditch by Charbonneau’s  d) working with FEMA to help complete paperwork  e) will contact Spruce Valley again regarding meter vault pit repair

 

4.  City Attorney Update:  a) look into land in South Pembina by Ukranian Church  b) updated on police situation and suggested the City meet with the County Commissioners  c)  attended NDLC attorneys meeting and recommended careful use of Growth funds  d)  possibility for vacant homes inspection is if the GF building inspector agrees to come up for Cavalier’s inspections we could group ours with it

 

5.  Employee Report:  a) Goals/priorities reviewed

 

6.  Mayoral Update:   a) reviewed letter for congressional delegates and governor to mail out  b)  updated on meeting with Amy Hall from RRRC for community development  c)  rent rate for yoga class at community center will be set at $25 per class 

 

7.  Aud./Admin. Update:  a) September financials reviewed and approved.  b) October bills reviewed and approved.

 

8.  Committee Reports:   a) Lisa will call Owen Swenson to refinish the community center floors

 

9.  Issues-New & Outstanding   City speed limits reviewed for Pembina and South Pembina

 

10.  Motion to adjourn by Burke at 7:35 p.m.
