As there was no one present for the Public Hearing,
Mayor Hillukka called the Regular meeting to order @ 7:05.
1. Changes made to agenda - Add Golf Course
2. Motion by Dorion, second by Burke to approve Sept. 18 and Oct. 8 minutes as printed. Motion carried unanimously.
3. City Attorney Update: a) Canadian dike lawsuit was hit with a counter-suit and will not go to trial until next fall. b) Review of contract addendum for North Valley Rural Water. Will request G. Johnson to attend next meeting.
4. Employee Report: a) Goals/priorities reviewed. b) Notice of records disposed read and approved (attached) c) Discussion of new loader arrival, cleaning ditch by RR bed, sale of old pick-up, gopher control for lagoon, and pavement workshop in Grand Forks.
5. Mayoral Update: a) Community Center: much concrete poured. b) Motion by Burke, second by Stanhope, to accept the Greg Kneeshaw request for remodeling tax exemption, 3 years at 100%. Motion carried unanimously.
6. Aud./Admin. Update: a) Oct. financials reviewed and approved. b) Nov. bills reviewed and approved. c) Year-to date budget to actual reviewed and approved.
7. Committee Reports: a) Library – Vance Nelson is hired as new librarian.
b) Landfill –Mayor requested Fleming to review dissolution of Valley Landfill on behalf of City of Pembina.
c) Growth Committee – Are pursuing coordinating some type of community education classes for Jan-March.
d) Rec. Bd. – Santa Day will be held Sunday, Dec. 3 at the school.
e) Personnel – met Nov. 11. Recommend adoption of the attached drug/alcohol policy. Motion by Burke, second by Stanhope, to accept the committee’s recommendation. Motion carried unanimously.
8. New Issues – Golf Course purchase tabled until January.
