Official Minutes for November 13th, 2017 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Allen Huttunen, Melissa Hilliard, Connor Snitker, Cody Carpenter

 

City Employees Present:   Lisa Plante, Auditor/Administrator, Gary Helland/Public Works Superintendent

 

City Attorney Present:  Rob Fleming

City Engineer Absent:  Brad Bail

 

Absent:  Corie Koropatnicki

 

Others present:  Phil Hall, Crystal Volk and Ronda Warner

 

Public Portion

Ronda here to ask council to approve applying for self-help grant for ice rink.  Crystal inquired about website and mattresses at shop. 

 

Meeting called to order by Mayor Dorion at 6:05 p.m.

 

Changes to Agenda

 

Add garbage removal under New Business. Motion by Huttunen, second by Snitker to approve the changes to the agenda.  Ayes all present.  Motion carries.

 

Motionby Huttunen, second by Snitker to approve October’s special meeting minutes; Ayes all present. Motion carries.

 

Motionby Hilliard, second by Snitker to approve October’s regular meeting minutes; Ayes all present. Motion carries.

 

Old Business

  • Levee-Tabled.

 

  • Bret Corneliusen –Tabled.

 

  • Ernie D’auetuil – Tabled.

 

  • Spot Bar- Tabled.

 

Engineer Report/Brad Bail –   

 

Attorney Update / Rob Fleming-

 

Employee Report/Concerns-

  • Hydrant repairs – on hold because parts were backordered.  Council asked Gary to get quotes on hydrant parts replacement

 

Update & Business:  Mayor – nothing at this time

 

Update & Business:  City Auditor

  • The October financials and November bills were reviewed and approved.    

 

  • Self-help Program-Ronda Warner/Ice Rink- Motion by Huttunen second by Hilliard to approve the Ice Rink Committee applying for the self-help grant to be used for the concrete project.  Ayes by all present.  Motion carries.

 

  • Banyon -PSN- Lisa presented options for online payments and credit card machine.  Motion by Snitker second by Hilliard to approve the purchase of the credit card terminal for use in office and move to online platform taking option 3 with stipulations discussed regarding costs if there is a dispute to insure the city does not take a loss.  Ayes by Snitker, Hilliard and Carpenter.  Nayes by Huttunen and Fritz abstaining.  Motion carries.

 

  • Job Logs- Lisa requested that the job logs be emailed each month instead of printing multiple pages.  Some council still wanted printed others did not.  Mayor Dorion said to leave as is instead of having to keep a list to keep track who is email and who is wanting printed.  All council will get printed copy not email.

 

 

Committee Reports:

 

New Business :

  • Campground- Snitker brought up using Pembina Court for RV camping.  Needs to be directed to the Recreation Board.

 

  • Garbage removal- Mattresses at shop were dropped in recycle bin.  Will put out for spring clean-up.
