Official Minutes for August 12th, 2019 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, Allen Huttunen, Cody Carpenter, Melissa Hilliard, and Mike Fitzgerald

 

Absent: Lisa Hall, Auditor/Administrator, VP Connor Snitker

 

City Employees Present: Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

City Attorney Present: Rob Fleming

City Engineer Present: Brad Bail

 

Others present: Phil Hall, Ron Koth/Barr Engineering

 

Public Portion-6 p.m.

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Add Melissa Hilliard garage under Update & Business: Mayor. Motion by Fritz, second by Hilliard to approve changes to agenda. Ayes all present. Motion carries.

 

Motionby Fritz,seconded by Hilliard to approve July’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Tabled.  

     

    Engineer Report/Brad Bail  Ron Koth here to give update on low head dam and information on the proposal. Brad discussed the drainage ditch at Gastrak and presented his estimates. Mayor asked Gary and Blaine to discuss the information they had on bids for this project. Motion by Carpenter, second by Hilliard for Gary to get bids from contractors to replace drainage pipe. Ayes all present. Motion carries.

    Attorney Update / Rob Fleming-

     

    Employee Report/Concerns-

  • Sluice gate indicators (Gary) – Corp of Engineers report indicated they must be repaired. Gary contacted someone who repairs them and was told how to repair them on his own. Gary stated he would look into repairing them.

     

  • Coulee-letter – Letter stated concerns over the overgrown brush and the shifting of the sides of the coulee. It was discussed that the fire department will assist in burning the brush this fall. Gary will check the sides to see if they are shifting. Motion by Huttunen and second by Carpenter. Ayes all present. Motion carries.

  • The July financials and August bills were reviewed and approved.

     

    Committee Reports:

  • Recreation Board (Fitzgerald) – Fitzgerald was going to contact City Attorney Fleming and go over the paperwork concerning the grandstands.

     

    New Business:

  • Garage permit (Hilliard) – Hilliard was inquiring whether she can build a garage on her property and what needed to be done. Mayor Dorion stated she needed to get a building permit.

     

    Motion to adjourn by Fritz at 7:18 p.m.
