Official Minutes for May 14th, 2018 Pembina City Council Meeting
Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Allen Huttunen, Cody Carpenter, Corie Koropatnicki, Melissa Hilliard and Connor Snitker
Absent: none
City Employees Present: Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent

Others present: Blaine Eisenbeis, Phil Hall, Louise Hall and Del Huttunen
Public Portion
Del addressed the council on behalf of the golf course. Informed them of a land donation by Tim Wilwand of 5 acres and requested permission to accept. Asked if the city could cover the cost of spraying this year and told council of different fundraisers they will be doing such as calendar, corn feed, scrambles and a concert.
Meeting called to order by Mayor Dorion at 6:15 p.m.
Changes to Agenda
Add Golf Course under New Business and Growth Committee under Committees. Motion by Snitker, second by Hilliard to approve the changes to the agenda. Ayes all present. Motion carries.
Motionby Fritz, second by Snitker to approve April’s minutes; Ayes all present. Motion carries.
Old Business

Spot Bar- Tabled.
Engineer Report/Brad Bail – City will need to bond the financing through Amko Bond counsel. Rob will get Lisa the information and she will contact them to get process started. . Discussed the grant information Lisa sent him and it is being looked into for the Pembina River Bridge.
Attorney Update / Rob Fleming- Motion by Huttunen second by Fritz to accept Mayor Dorion’s appointment of Chad Cosley, Blaine Eisenbeis and Pat Burton to the assessment committee. Ayes by all present. Motion carries. Reviewed the Noxious Weeds ordinance revisions. Motion by Huttunen, second by Snitker to approve amendments of the ordinance for noxious weeds Chapter 12. Ayes by all present. Motion carries.
Employee Report/Concerns-

Brush mower– Gary to get multiple quotes on brush mower for next meeting.

Summer help- Motion by Huttunen, second by Snitker to hire Oivind Helland, Josh Wilmer and Nick Misson for summer help. Ayes by all present. Motion carries. Motion by Koropatnicki, second by Snitker to pay Josh Wilmer $12 per hour, Oivind Helland $12 per hour and Nick Misson $11 per hour. Ayes by all present. Motion carries.

Lagoon/Dike mowing- Motion by Huttunen, second by Snitker to have Owen Symington mow the lagoon and dikes again at the rates paid in 2017. Ayes by all present. Motion carries.

UTV quotes- Reviewed the quotes. Motion by Huttunen, second by Carpenter to purchase the John Deere Gator with extended warranty. Ayes by all present. Motion carries.

The April financials and May bills were reviewed and approved.

PC garden- Tenants in Pembina Court asked if they could also rent the adjacent lot and use as a large garden. Tabled.

Self-help grant- Motion by Snitker, second by Hilliard to approve the Pembina Recreation Board to apply for the self-help grant to be used for pea rock for the playground. Ayes by all present. Motion carries.

Street closure 4th- Motion by Snitker, second by Hilliard to close Second Street from the intersection of Rolette to the alley south of ambulance bay starting at noon on July 3rd until festivities are done on July 4th. Ayes by all present. Motion carries.

Property sale offer- Lisa received an offer on some commercial city lots on Block 47. Rob will look into Moorhead Street if closed or not for access to the lots. Tabled until next meeting.

Growth incentives- Instead of giving a list to the golf course of free memberships a gift certificate will be used. Costs of the incentives do come out of the economic development fund.
Committee Reports:

Growth/Daycare- Taylor has been shadowing under Wynn this month and contract has been signed. Waiting on the State to finalize.
New Business:

Recreation area advertising- Lisa will contact NDDOT to see how to get signs on Interstate indicating camping, golf course. Look into signs in other locations for advertising. Once new welcome sign is put up council will go look to see where an advertisement sign could go.

Pembina Court Utilization- Look into what needs to be done to be operational for RV Park. Lisa will call state to see what the scope of license covers.

Fire Department- Rob will get a letter to Lisa to deliver for no one to not continue living in the hall.

Community center usage/cleanliness- Motion by Snitker second by Huttunen that any “for profit” usage of the community center will pay a $15 per session plus a $150 deposit which can be revolving and be kept on file. They will clean every time they use it. That includes dry mopping at least and if needed wet mopping. Any users will not be permitted to use any part of the community center for equipment. Requests to use storage upstairs must be approved by the council. Ayes by all present. Motion carries.

Golf course- Recreation Board is giving funds to golf course to help with the kids program. Motion by Fritz, second by Snitker to accept the free land for golf course use. Ayes by all present. Motion carries. Motion by Huttunen second by Carpenter to pay for the spraying of the full course this year not just the roughs. Ayes by all present. Motion carries.
