City Employees Present: Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

City Engineer Present: Brad Bail
Others present: Marla Stegman, Gretta Ohmann, Phil Hall, Rich Margerum and Crystal Volk
Public Portion
Marla was here to present her expenses for Zumba class she offers and ask to have the newly set fee waived. Crystal inquiring about vacant and overgrown lots. Rich here to discuss the tax relief and what happens when it’s gone.
Meeting called to order by Mayor Dorion at 6:13 p.m.
Changes to Agenda
Add Zumba under Lisa and add Waste and Pollution Control Conference under Gary. Motion by Fitzgerald, seconded by Fritz to approve the changes to the agenda. Ayes all present. Motion carries.
Motionby Fritz, seconded by Carpenter to approve August’s minutes; Ayes all present. Motion carries.
Old Business

Spot Bar- Tabled. The bid we received for demolishing the Spot Bar was $95,000 so will not be going forward with that at this point.

No Parking on 5th St S.-(A.H.)- Tabled
Engineer Report/Brad Bail – Brad gave update on the 5th Street project.
Attorney Update / Rob Fleming-Gave Lisa deed to the house Robert Maxwell had purchase a year ago to take ownership back since purchase agreement was not honored. Lisa will mail letter to Robert Maxwell to sign.
Employee Report/Concerns-

Tree pile-contractors– If cutting down a citizen’s tree there will not be a charge to the contractor.

City pickup-U-joints need to be replaced. Will have Greg Fritz repair them.

2nd Street ditch bids: Hold off on this until Lisa contacts county again to determine if city road or private.

Gravel for S 2nd Street: Hold off same as ditch

Log cabin- Cabin is in worse shape and possibly a hazard. Lisa will contact Charlie Hart and Gary will put orange fencing around it.

Water and Pollution Control Conference- Gary will be attending October 16-18th

The August financials and September bills were reviewed and approved. Motion by Carpenter second by Fritz to approve pay estimate #1. Roll call Ayes: Fritz, Carpenter and Fitzgerald. Absent and not voting: Huttunen, Hilliard and Snitker. Motion carries.
Huttunen arrives to meeting at 6:45 p.m.

Property sale offer- Did not receive anything yet from the company.

Speed bump quotes- Lisa presented pricing from U-line. With snow removal approaching put this on hold until spring.

Zumba class/Marla Stegman- Motion by Huttunen second by Fritz to waive all fees for Marla to hold her Zumba class in the community center. Ayes all present. Motion carries.

Rec bd-pea rock and damage update- Hold up is the adjuster and insurance company. The engineer the insurance company hired was here to look at the grandstand last week.
