Official Minutes for September 12th, 2016, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Allen Huttunen, Cody Carpenter, Connor Snitker Corie Koropatnicki and Joan Studeny.

 

City Employees Present:   Lisa Plante, Auditor/Administrator & PWS Gary Helland

 

City Attorney Present:  Rob Fleming

City Engineer Present: Brad Bail WSN

Others Present:  Harold Rotunda

No one present at 6 p.m.

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Motion by Fritz 2nd by Korpatnicki to agenda.  Motion carries.

 

Motionby Fritz, second by. Snitker to approve August 8th meeting minutes; Ayes to all present.  Motion carries.

 

Old Business

  • Levee – HDR emailed letting know down to a few items left to complete.

 

  • Bret Corneliusen –Tabled

 

  • Ernie D’auetuil – Tabled  

 

  • Spot Bar- Tabled.

 

  • Daycare items- Koropatnicki updated on the progress. 

 

  • Tree Pile-Tabled.

 

Engineer Report/Brad Bail –   

Nothing to update at this time.

 

Attorney Update / Rob Fleming-

Gave update on reports from building inspector on the houses.  Informed council of non-resident contacting him on sales tax.  State will be sending person letter on what to do.

Employee Report/Concerns

 

  • Culvert– Thoralkson is working on as weather permits.

 

  • Sweeper – Currently broke and parts no longer available.  Will look into attachments for skid steer.

 

  • BP ditch – They have contacted contractor for bid.  

.

  • Tree pile – It has been reported to state again.  Look into options.

 

  • Gatewell- JR Wastewater should be able to jet and suck out for us.

 

Update & Business:  City Auditor

  • The August financials and September bills were reviewed and approved.

 

  • PWS Assistant open position - Motion by Fritz second by Studeny to hire Dawn Carpenter for the part-time Public Works Assistant position.  Vote ayes:  Huttunen, Fritz, Koropatnicki, Studeny and Snitker.  Nayes: None.  Carpenter abstains.  Motion carries.  Motion by Snitker 2nd by Fritz to pay Dawn Carpenter $15 per hour.  Vote ayes:  Huttunen, Studeny, Koropatnicki, Fritz and Snitker.  Nayes:  None.  Carpenter abstains.  Motion carries.

 

  • Professional Building Savings- Motion Fritz second by Studeny to close the Professional Building Savings and put funds into the General Fund.  Vote ayes:  all present.  Nayes:  None.  Motion carries.

 

  • Professional Building Suites # 6 & 7- Motion by Studeny second by Snitker to allow A.D. Rutherford to make alterations with the agreement that if they discontinue renting they return to original state.  Ayes:  all present.  Nayes:  none.  Motion carries.

 

  • Sand spreader- Offer to purchase the sand spreader was received from Ralph Twamley Construction.  Motion by Snitker second by Huttunen to accept the bid from Ralph Twamley Construction to purchase the sand spreader.  Ayes:  all present.  Nayes:  none.  Motion carries.

 

  • Budget- Harold Rotunda presented the preliminary budget.  Motion by Studeny second by Koropatnicki to put the General mills amount to $127,000.00.  Vote ayes:  all present.  Nayes:  None.  Motion carries.   Motion by Huttunen second by Snitker to have total mills at 155.50.  Vote ayes:  Huttunen, Snitker, Koropatnicki, Studeny and Carpenter.  Nayes:  Fritz.  Motion carries.
