Minutes May 11th 2009 City Council Meeting

 

Attendance: Mayor Warren Hillukka, Council, John Feldman, Kyle Dorion Beverly Burke, and Debbie Stanhope. Absent: Pat Burton & Greg Wilmer

Present: PWS Ken Norby, Attorney Neil Fleming, Aud./Adm. Nancy Thompson, Dan Johnson City Engineer

 

Sharon Brandt& George Christenson here representing Gold Course for public portion of meeting to go over Golf Course lease. Golf course must give a copy of dram insurance to the city office every year .The city will continue to mow the rough at the golf course. City Council has given the Golf Course permission to allow a third party to operate food service for the Golf Course Club House.

Regular meeting was called to order by Mayor Warren Hillukka at 6:10.

1. Changes made to agenda: Under new & outstanding Kevin Hager house on Ramsey st. house Attorney add update city ordinance book under Mayor Flood update. Motion by Feldman, second by Dorion to accept changes to agenda. Motion carried. Motion by Feldman, second by Dorion to approve April minutes .Motion carries

2. City Attorney Update: a) Motion by Feldman, second by Dorion to accept the first reading of the Sales and Use Tax ordinance to increase it from 1% to 1.5% .Motion. b) Motion by Dorion second by Feldman to accept the first reading to enact the ordinances relating to Disasters & Declarations of an emergency and to provide for a penalty .Motion carries. c) Table update of ordinance book

3. City Engineer /Dan Johnson: Nothing at this time

4. Employee Report: a) RDO will be here in July with a price to buy loader lease is up in December b) had to due an emergency discharge for lagoon state contacted. c)  Motion by Dorion second by Stanhope that MCI pay up front for sweeping services. Feldman abstains Motion carries. d) Motion by Stanhope second by Burke to renew contract with Invisimax. Motion carries. e) Motion by Dorion second by Feldman to hire only one part-time summer employee. Motion carries. call Ardis about yard waste taking it to Joliette dump .

5. Mayor Update:  a) has been talking with Sen. Dorgan and his aides about flood issue and our levees b) Motion by Feldman, second by Dorion to sign PAL agreement. Motion carries.

 6.   Aud. /Admin. Update:  a) April Financials reviewed and approved b) May bills reviewed and approved c)) Motion by Dorion, second by Feldman for Nancy and Lisa to attend workshop in Mayville June 25th. Motion carries

7.  Committee Reports a) Motion by Feldman second by Dorion to accept the three new members Karen Masloski, Stacie Irving, Lyndi Needham to the library board. Motion carried b) Valerie Needham will represent the youth but will not be a voting member of the library board c) look at the cost of moving rec board concession stand. d) Motion by Stanhope second by Dorion for the following change to Employee Policy under overtime policy to read as follows The work week will be from Sunday to Saturday and If there is a disaster or call on by mayor for emergency work the employee will be paid overtime on anything over 8 hours on that workday . Motion carries e) Motion by Stanhope second by Dorion to put only the road closures in at south Pembina nothing else will be done in south Pembina any more    Motion by Feldman second by Dorion to pay for all the food the school provides to the students when they grill for lunch. Motion carries. f) Nancy and Lisa will order plaque

 

8. New Issues: Hager’s wondering about hauling house off Ramsey Street to South Pembina and burning it in pit can not burn it due to state health laws with asbestos.

 

9.  Motion to adjourn by Burke at 8:40 p.m.
