Official Minutes May 10, 2010 City Council Meeting

 

Attendance: Mayor Warren Hillukka, Council, Kyle Dorion Beverly Burke, Debbie Stanhope, John Feldman, & Greg Wilmer

Absent: Pat Burton, Aud. /Adm. Nancy Thompson

Present: Attorney Neil Fleming, Deputy Auditor Lisa Plante, Dan Johnson City Engineer, PWS Ken Norby

Public Portion: Nathan Symington, Blaine Eisenbeis, Marlo Miller and Rodney Stroh

 

Public meeting called to order by Mayor Hillukka at 6:00.

Marlo Miller with Train ND Northeast from Lake Region State College here to give overview of services they offer.  They work with employers to provide training to employees.

Rodney Stroh with ND Rural Water Assoc. here to give overview of Drought management plan.  Recommends putting into the city ordinance an item about water restrictions in the event of a drought and enforcement of said restrictions.

Nathan Symington here to make offer on property.

Blaine Eisenbeis here to request permission to put culverts between his and Carpenter’s driveway and extend existing culvert 15 feet to extend driveway.

 

Regular meeting called to order by Mayor Hillukka at 7:00.

1. Changes made to agenda:  Motion by Feldman, second by Dorion to accept changes to agenda. Motion carried.

Motion by Feldman second by Dorion to approve April minutes with changes under 2a remove “On Premises Consumption of”.  Motion carried.

 

2. City Engineer /Dan Johnson: a) Aerial surveying complete b) anticipating forcemain completion this fall and starting the water main.

 

3. City Attorney Update: a) Motion by Wilmer 2nd by Feldman that the Pembina City Council determines that the value of the property with description of South 20 feet of Lot 12, Block 63 is $2,340.00.  Motion carried.  B) Motion by Feldman 2nd by Dorion to accept offer from Nathan Symington of $2,340.00 to purchase South 20 feet of Lot 12, Block 63.  Motion carries.  c) Motion by Stanhope 2nd by Wilmer that the City Council of Pembina request to the insurance company that they would prefer someone other than Dan Gaustad to handle the lawsuit.  Motion carries.

 

4. Employee Report: Motion by Dorion 2nd by Wilmer to allow employees to be paid for vacation hours up to 1 week also on a Holiday worked employee will be paid their Holiday pay along with actual hours worked.  Motion carried.  Motion by Feldman 2nd by Wilmer to increase the City Assessor wage to $850.00 per year.  Motion carried.

 

5. Mayor Update:  a) still working with HDR

 

6.   Aud. /Admin. Update:  a) April Financials & transfers reviewed and approved b) May bills reviewed and approved.  Motion by Feldman 2nd Burke to approve May bills.  Motion carried.  C). Motion by Dorion 2nd by Stanhope to approve Friends of the Neche Fireman Gaming Site Authorization.  Motion carried.  Motion by Wilmer 2nd by Stanhope to deny Developmental Homes Gaming Site Authorization request.  Motion carried.  d)  send letter to Corner Bar regarding their piece of property located between The Spot Bar and The Corner Bar in reference to mowing.  It will now be their responsibility to upkeep according to city ordinance.

 

7.   Committee Reports: a)Personnel Committee-  Committees recommendation is to give all full time employees a 5% increase, hire only 1 summer help, have Lisa work outside 3 days a week and in office 2 days a week for the summer months.  While outside Lisa will be paid the public works rate.  Committee also recommends to hire Kyle Defoe as their summer help.  Recommendation is the motion.  2nd by Feldman to accept all recommendations.  Motion carried.

b)  Planning & Zoning-Motion by Feldman 2nd by Dorion to allow Blaine Eisenbeis to connect the culvert between his driveway and Carpenter’s also add to existing culvert to extend driveway as long as it maintains the necessary drainage.  Motion carried. 

 

8. New Issues: a). Table the drought management plan until next meeting  b)  send letter to ND DOT in regards to unsafe condition of sidewalk going over Red River  c) put the railroad bed ditches on list of “to do” for cutting trees down from ditch bottom and spraying

 

Motion by Burke to adjourn at 8:15 pm
