Council Meeting Minutes for August 6, 2025

Date: Wednesday, August 6, 2025, 6pm

Council Members Present: Mayor Fitzgerald, Flores (arrived 6:06pm), Snitker (arrived 6:30pm), Norby, Needham, Carattini, A Huttunen

Guests: Stoiber, City Auditor; R Fleming, City Attorney

Special Council Meeting called to order at 6:01pm by Mayor Fitzgerald.

  • Discussion on last year’s “overage”: motion by A Huttunen to immediately put full amount of $66,259.35 into CD and earmark it to alleviate tax payer burden for future capital improvement projects—full amount has not been collected—2nd by Needham; Role Call Vote: Ayes—Needham, Carattini, Flores, Norby, A Huttunen; Nays—none; Snitker absent; motion carries.
  • Discussion on this year’s mills: motion by A Huttunen to raise general fund, library, cemetery, and rec board 3%, emergency fund and capital projects to be set the same as last year; 2nd by Carattini; Role Call Vote: Ayes—Carattini, A Huttunen; Nays—Snitker, Flores, Needham, Norby; motion fails. After further discussion, Carattini made a motion general fund, library, cemetery, rec board, emergency and capital projects all be raised by 3%, 2nd by Snitker; Role Call Vote: Ayes--Needham, Carattini, Snitker, Flores, Norby; Nays--A Huttunen; motion carries.

o   Mills have been preliminarily set as follows: General Fund 103.4 mills, Emergency Fund 2.5 mills; Library Fund 1 mill; Cemetery Fund 2 mills; Rec Board 2.5 mills; Capital Projects 10 mills. The total amount levied is estimated to be $210,172.50, which is $6425.46 higher than 2024 actual of $203,747.04, and $72,608.15 higher than 2023 actual of $137,653.35.

  • Setting Public Budget Hearing and Final Budget Hearings: Motion by A Huttunen to set Public Hearing to Wednesday, September 10, 2025, 6pm at the Professional Building, and Final Budget Hearing for September 15, 2025 at 5:30pm at the Professional Building; 2nd by Snitker; all ayes, motion carries.

Motion to adjourn at 6:53pm by A Huttunen, 2nd by Carattini.
