Minutes of May 3, 2004 Council Meetings

Tax Committee Hearing

Present: Warren Hillukka, Rick Senum, Pat Burton, John Feldman, Jeff Carpenter.

Others Present: Doug Finney, Kathy Wilkie.

Call to order @ 6:05

1. Review of FedEx application – Based on equalization points according to formula, motion by Burton, second by Feldman, to grant 60% reduction 1st year, 40% 2nd year, 20% 3rd year. Motion carried, 100% voting aye.

2. Review of Pembina Motel Properties – Motion by Feldman, second by Burton, to approve payment in lieu of taxes in the amount of $4,000 for 1st five years, $6,000 2nd five years, $8,000 3rd five years. Motion carried, 100% voting aye.

Pembina City Council Meeting

Call to order at 7:03

Attendance: Mayor Warren Hillukka Council: Richard Senum, Beverly Burke, John Feldman, Jeff Carpenter, Pat Burton. Absent: Larry Pelletier.

Present: Dan Johnson, WSN; K. Johnson, Aud./Adm.

Others Present: Tom & Brenda Masloski, Ken Norby.

Public Hearing called to order by Mayor Hillukka.

· Request from Division St. neighborhood for street signs: Signs to be ordered. 

  • Airborne Alley – discussion of traffic over the road and on dike, cement needed for rip-rap at lagoon, and water standing under bridge. Auditor directed to contact the Corps of Engineers re: traffic over dike.

Regular Meeting called to order 7:28 P.M.

1. Changes made to agenda—street repair at 6th St., Valley Crete, and Sales Tax.

2. Motion by Feldman, second by Senum, to approve April minutes as corrected. Motion carried.

3. Attorney report – Out of 26 requests for proposal, we received 5 responses. Council requested interviews with Robert Albrecht, David Peterson, and Daniel Gaustad to be set up.

4. Employee Report: a) Ken reported on AWWA meeting. We will be out of compliance soon, and more testing will be required. b) Goals/Priority lists reviewed. c) Summer mowing positions to be advertised. d) Discussion of mosquito spraying. Motion by Senum, second by Feldman, to advertise for a contractor. Motion carried, 100% voting aye. e) "Old pickup" headlights had been ordered by Northernaire. Ken to purchase if under $100.00.

5. Mayoral Update: a) HAM radio operators are revising their request. b) Water – Nordine reports that MN DNR has approved North Kittson’s application to sell water to Pembina. A copy of the report should be sent to Tom Hanson and one to the city.

6. Aud./Aud. Update: a) April General ledger, budget ratio, collections/disbursements and May. bills to be paid presented; financials approved. Aud./Adm. directed to get a breakdown of the N. Valley Water bill. b) Council tabled the request from the Community Safety Net. c) Project Impact is nearing its end. The check for the school’s portion of the generator should be written this month. Closing ceremonies will take place at the Pembina County Fair.

8. Committee reports: a) Building & Zoning: Recommend giving a 10 foot relaxation of front footage requirement for block 17, lots 1-4. Motion by Burton to accept this recommendation; seconded by Carpenter. Motion carried, 100% voting aye.

b) Growth Committee: Reviewed Sand’s request letter. At this time, City Council will not accept a change of terms listed in item #3. Committee is looking for ways to more fully utilize Pembina Court.

c) Personnel Committee: Recommends 3% COLA increase at this time, retroactive to Jan. 1, 2004. Motion by Feldman, second by Burke, to accept this recommendation. Motion carried, 100% voting aye.

d) Recreation Board: Continuing to work with Rodeo Committee, toward summer baseball programs. Pea rock has been moved to new campsite; needs blading.

8. Issues: a) Motion by Senum, second by Feldman, to give Valley Crete 60 days to erect their sight/sound barrier as required by the conditional use permit last fall. Motion carried, 100% voting aye. b) Aud./Admin. directed to send letter to Duty Free addressing fill needed where their water line dug up 6th St. c) Motion by Feldman, second by Senum, to approve the gaming permit for Drayton Curling Club/Corner Bar site. Motion carried, 100% voting aye. d) Sales Tax permits may be viewed in Bismarck by delegated city representatives, but no business names can be disclosed.

9. Motion to adjourn by Burke at 9:30 p.m.
