October 2015 Minutes

 

Official Minutes for October12th, 2015, Pembina City Council Meeting

Council Members Present:  Mayor Kyle Dorion, Allen Huttunen, President Greg Wilmer, Joan Studeny and Ron Fritz.

 

Absent: Corie Koropatnicki, and VP Greg Truax.

 

 

City Employees Present:   Nancy Thompson, Auditor/Administrator & PWS Gary Helland

 

City Attorney Present:  Rob Fleming

 

City Engineer Absent: Brad Bail, Widseth Smith Nolting & HDR, Randy Knott.

 

 

Public Portion:  

 

 

Meeting called to order by Mayor Dorion at 6:00 pm.

 

 

Changes to Agenda

 

  • Mr. Fritz added “US X-country Snowmobiles Racing” under New Business.
  • Mayor Dorion added “Food Truck” under Attorney.

 

 

 

Motion by Mr. Wilmer, second by Ms. Studney to accept the agenda; ayes to all present.  Motion carries.

 

 

 

Changes to Sept & Oct 5th Minutes

 

Motion by Ms. Studney, second by Mr. Fritz to accept Sept 14th & Oct 5th minutes; Ayes to all present.  Motion carries.

 

 

Old Business

 

  • Bret Corneliusen –Waiting for city building inspector to look at the house.

 

 

 

 

  • Levee – Final pay request from Up North and pay request #8 for Red Lake builders. The council discussed the humpback trailer pump. Mr. Wilmer contacted Helms on a price. He is waiting to hear back from them. This is tabled until November’s meeting.

 

Motion by Mr. Wilmer, second by Ms. Studney to accept pay request 4 from Red Lake Builders &  pay request 8 from Up North Builders; Ayes to all present.  Motion carries.

 

  • Plasticom – They have paid for the property in full and obtained a building permit. Warranty Deed is done and ready to sign.

 

Motion by Mr. Wilmer, second by Ms. Studney directing Mayor and Auditor to sign the Warranty Deed for the sale of city property to Plasticom. ; Ayes to all present.  Motion carries.

 

  • Spot Bar- Ad was put in the paper for sale on bids and had no inquires on it. Keep in old business.

 

 

Engineer Report/Brad Bail

  • Road on 5th Street by MCI prep shop - Mr. Bail looked at this and discussed it with the council.

Mr. Helland has a few streets he’s concerned about and would like Mr. Bail to look at them very thoroughly.

 

o   Action – Mr. Helland & Mr. Bail will get together to look at those streets Mr. Helland is concerned about and have a report for November's meeting.

 

 

Attorney Update

  • Ernie’s Property on 272 Stutsman St. – The garage has been torn down and the vehicles have been removed.  Council discussed the house on this property and the inspection report that was done back in 2012. The report outline what needed to be fixed on this house and those items have not been done. Different options were discussed on what to do with the house.  There has been two new vehicle put on this property, and if they aren’t licensed, registered, or insured within 60 days the city will proceed to have them removed. The vehicles are tabled until December’s meeting when the 60 days will be up.

 

Motion by Mr. Wilmer, second by Mr. Fritz to have the city Building inspector to inspect the house located at 272 Stutsman St. and give an updated inspection report on the house. ; Ayes to all present.  Motion carries.

Councilmember Huttunen enters meeting @ 6:35 p.m.

 

  • Groovy Grub Food Truck – Looking at possible cooking 1- 2 days a week at the community center. Thecouncil discussed the use of the community center, the cost, and that a service is being provided to the citizens that the city currently doesn’t have. City Attorney Mr. Fleming looked into the legalities of this and as long as she has the transient food vendor license through the city it's fine.

 

Motion by Mr. Fritz, in the interest of providing a service to the citizens of Pembina to rent the community center to Groovy Food truck to cook in 1-2 days a week; second by Ms. Studney. ; Ayes Ms. Studeny, Mr. Huttunen and Mr. Fritz. Nays Mr. Wilmer. Motion carries.

 

 

 

Update & Business:  Mayor

 

 

 

Employee Report/Concerns

 

  • New city pickup- Mr. Helland discussed State rate versus bidding it. Mr. Fleming said to bid it and not just go with the State rate. Council reviews what Mr. Helland had wrote up for what he’s looking for in a city pickup.

o   Action- Mr. Helland will send the bid out to dealerships and have it put in the paper this will be for a ¾ ton and a ½ ton.

 

 

  • Batwing mower – The batwing was repaired and broke down again. Mr. Helland did look into the cost for contacting the mowing of the dike out which is down twice a year. Council discussed the cost for contracting this out verses fixing the batwing or purchasing something new like it .This has been tabled until December’s meeting.

 

o   Action – Mr. Wilmer will look at clutch on batwing and see if it can be fixed.

 

 

Update & Business:  City Auditor

  • The September financial and October bills were reviewed and approved.

 

Committee Reports: Growth

 

  • Day care –Ms. Thompson gave an update.

 

New Business –

US X-country Snowmobiles Racing – They were supposed to come through the city of Pembina last February, but due to the lack of snow it had to be canceled. They have reschedule the race for this February and want to come through the city still. All Council present agreed that this will still be allowed.
