Official Minutes May12th, 2014 City Council Meeting
Council Members Present: Mayor Kyle Dorion; Council – John Feldman, Bev Burke, Debbie Stanhope and Dan Waldrop
Absent: Greg Truax and Greg Wilmer
City Employees Present: Auditor Nancy Thompson and Public Works Ken Norby.
City Attorney: Rob Fleming.
City Engineer: Brad Bail.
- Others Present: Corie Koropatnicki, Nate Dalager /HDR, Joan Studeny , Brenda Masloski ,Kris Wilwand and Laurie Docken
Public Portion
- Brenda Masloski – Was here about the parking lot at their commercial property and if any more will be done with it. The spot where the sewer was cut through to repair will be fixed.
- 4th July Festival Committee – Gave an update on the event to Council which street they’d like closed for certain days and hours for the event and a city donation.
Regular Meeting: Called to order by Mayor Dorion at 6:15 p.m.
- Changes / Addition Made Agenda:
Motion by Feldman second by Waldrop to accept changes / additions to agenda. - Ayes by all present.
2. Approval/ Changes March Minutes:
Motion by Waldrop second by Stanhope to approve the April14th minutes with changes and April 17th. Ayes by all present.
3. Old Business:
- Levee –Council discussed the levee project and the new bids the city received with Nate Dalager. Motion by Burke second by Feldman to award Alt 1-floodwall to Up North Builderscontingent on thedecision of the NDSW to fully support the project at 60% and present Alt 2 Embankment and Misc Infrastructure to the NDSW to insure theywillsupport 60% of that amount . Ayes, Feldman, Stanhope, Burke andWaldrop Nays: none absent and not voting, Truax and Wilmer. Motion carried.
- Bret Corneliusen – Waiting for him to start working on his house. - keep on old business
- Coin operated Water Station- Still being worked on.- keep on old business
- Red River approach – Auditor will send letter on getting this repair done. - keep on old business
- Fed Ex Sewer hookup – Auditor will send letter for this to get hooked up. - keep on old business
- Spot Bar –City has purchased this property.
- Ernie Ruet D’auetuil – Waiting for spring then the garage located on his property on 3rd will be tore down and hauled out. – Keep on old business
- Additional light at boat ramp - Warrenwill look at this in the spring and get back to Nancy. – Keep on old business
4. Engineer Report/Brad Bail:
- Water/Sewer project – Updated Council on where things are at with Spruce on closing out the project. He will get the paper work done and finalized on the escrow account the city has with Spruce.SRF funding would like some more information Brad will be in contact with Auditor on this needed information for the State .
- Masloski Parking lot – When Dan Johnson was still here as the city Engineer he presented to Council what was mapped out to be fixed on this parking lot. Brad will go through the file on this and see if there’s any additional information on it. Until then the city will have a core sample done to see if it was fixed back to its original state before Spruce .The city will not sign off on this project until they know the results from the core sample. Feldman rescinds his motion form last month to authorize Mayor Dorion and Auditor Thompson to sign the mutual settlement agreement and release, second by Stanhope. Ayes, Feldman, Stanhope, Burke and Waldrop Nays: none absent and not voting, Truax and Wilmer. Motion carried.
5. Attorney Update:
- Police contract – Motion by Stanhope Second by Burke to accept the Municipal law contract between the city of Pembina and the County of Pembina. Ayes, Feldman, Stanhope, Burke and Waldrop Nays: none absent and not voting, Truax and Wilmer. Motion carried.
6. Employees Report/Concerns – Ken gave Council some price quotes from Minn-Dak Asphalt on overlay for some of the streets in town.
7. Update & Business: Mayor
- Speed bumps – Luke Ottem would like some down past their garage in S. PE .Ken and Greg are to put speed bumps up there. Council also discussed putting something on the sides of the speed bumps so they can’t be driven around.
8 Update & Business: City Auditor/ Nancy Thompson
- April 2014 Financials - financials reviewed and approved.
- May 2014 bills – bills reviewed and approved
9. Committee Reports:
- Ice Rink – Feldman was just wondering about the liner for the ice rink. He was concerned that if it wasn’t put away soon it would get wrecked .Nancy let him know they are trying but with the wet weather they haven’t been able to get it dried out so they can.
10. New Business:
- 4th July Festival –Motion by Waldrop Second by Stanhope to give a $5,000.00 donation to the 4th
July Festival and to close the following streets for the set dates and times as stated in the attachment.
Ayes, Feldman, Stanhope, Burke and Waldrop Nays: none absent and not voting, Truax and Wilmer. Motion carried.
11. Adjournment: Motion by Burke to adjourn at 7:30 p.m.
