Official Minutes January 14th, 2013 14th, 2013 City Council Meeting

 

Attendance Council meeting: Mayor Warren Hillukka, Council Beverly Burke, John Feldman, Dan Waldrop, Debbie Stanhope ,Greg Wilmer and Greg Truax.

Present: Attorney Rob Fleming, Aud. /Adm. Nancy Thompson, City Engineer Brad Bail and Public works Ken Norby 

Absent:

 Others Present: Kathy Johnson Pembina New Era, Greg Koropatnicki 

Public Portion:

Regular Meeting: Was called to order by Mayor Hillukka at 6:00 p.m.

2. Motion by Feldman second by Wilmer to approve December 10th minutes with changes. Ayes Stanhope, Waldrop, Burke, Feldman, Wilmer and Truax Nays: None. Motion carried.

3. Old Business: a) City Attorney went over options available regarding regulations on parcel pickups. Council discussed the options presented and decided to leave things as they are for now.  b) Attorney discussed the unoccupied homes and buildings in town. City Attorney will send letter to Ernie Ruet D’Auteuil stating the City is starting with the condemning process of his homes located at 273 W. Rolette St. and 272 W. Stutsman St. c) Council discussed Verizon looking at putting a new tower in town and the old water planet could be an option.

4. City Engineer /Brad Bail: a) Update on water /sewer project

Attorney: a) City Attorney drafted a slow moving vehicle ordinance  Motionby Waldrop second by Feldman to accept the first reading to amend Chapter 9 Article21 of the Revised Ordinance (See attached Ordinance )Roll call vote Ayes Waldrop, Burke, Feldman, Wilmer, Truax and Stanhope. Nays: none.Motion carries. b) City Attorney has put a request into the Attorney General regarding the enforcement of City ordinances by Pembina County Sheriff’s department. City Attorney hasn’t heard back from the Attorney General. c) Attorney discussed the water sewer project special assessments and that the City doesn’t have to redo the specials or have a hearing if they need to increase them.

6. Employee Report: a) Ken let Council know that the levee report for the CORP is in. There’s a copy in the office if anyone wants to look at it. b) The city received a grant from Friends of Neche Fire department for $1,800.00 .This money is to be used for the purchase of a portal generator. c) The McCormick tractor still hasn’t been fixed .Greg K handed out information on a new tractor along with price quotes to replace the McCormick. He was asked to get more quotes and check with the John Deere dealer out of Kennedy and Grafton to see what they had and there price quotes for next month.

 7. Mayor Update: a) Update on levee b) no new updates on new Border Patrol station.

  1. Aud. /Admin. Update:  a) December financials reviewed and approved b) January bills and transfers reviewed and approved.  c) Ababtment hearing is set for February 11th at 5:45 pm
  2. Committee Reports: a) Rec brd Nancy Feldman has given her letter of resignation from the rec brd.

10. New Business: No new business
