                                        Official Minutes May13th, 2013 City Council Meeting

 

Attendance Council meeting:Mayor Warren Hillukka Council, Bev Burke, Debbie Stanhope, John Feldman, Greg Wilmer ,Dan Waldrop and  Greg Truax.

Present: Aud. /Adm. Nancy Thompson and Public works Ken Norby, City Engineer Dan Johnson, Attorney Rob Fleming and Neil Fleming

Absent:

 Others Present: Greg& Corie Koropatnicki, Laura Docken and Kris Wilwand

Public Portion: Laura Docken was her to ask Council about closing part of 2nd Street from the corner of Mikes Hardware and Red Roost to corner of Rolette and 2nd for the 4th of July .Kris Wilwand was her to see if Council would consider lowering the fee for liquor and Beer license. She also brought a print out of the Corner bar and Grills water bill for the last 2 ½ years to show what her average bill is. The water meter had been replaced back in 2011 and that some of the water usage was very high before the meter was replaced.

Regular Meeting: Was called to order by Mayor Hillukka at 6:15 p.m.

2. Motion by Waldrop second by Stanhope to approve April10th minutes with changes. Ayes Stanhope, Burke, Feldman, Wilmer, Waldrop and Truax Nays: None. Motion carried.

3. Old Business: a) summer help was discussed since the city had two more applications for the job. Motion by Wilmer Second by Waldrop to hire both Jon Wilmer and Holly Phillips on an as needed basis for summer help. Ayes Stanhope, Burke, Waldrop and Truax Nays: None.abstains Feldman and Wilmer. Motion carries. The City will not contract out the mowing of Pembina Court trailer park this year. This year’s summer help will mow and trim Pembina court trailer park.

4. City Engineer: a) Update on water/ sewer project there is a discrepancy on quantity of material used. City engineer has talked with Spruce Valley on insurance claims summit by city residents. After talking with Spruce Valley it’s looking like they will pay the insurance claims summit by city residents. City engineer is hoping to present final pay request from Spruce at Junes meeting. Ken is to look at the City streets and alleys and make a list of spots that need to be fixed by Spruce .He is to work with the City engineer on this.

5. Attorney: a) Order of demolition has been sent to Ernie Ruet D’Auteuil on his properties.

b) Attorney has golf cart rental agreement done. (see attachment)

6. Employee Report: a) Ken and Council discussed street sealing in town and the price county gave to do it. Council decided to look at this next spring. The focus this summer will be to get the crack sealing done on the city streets b) discussion was had on the east approach at gas track and it needs to be fixed .There’s also a spot on Cavalier Street by Hetty Walkers and a spot on Rolette and 7th by Free Church.  c) Ken let Council know sometime in May they’ll be up to inspect the clear well and June 17th is the dike inspection with the CORP. d) Culverts at gas track needs to be looked at. e) Council wants Ken to get a price quote from Kyle Twamley on demolition and hauling out of the 2 houses the City bought on back taxes. f) Motion by Feldman Second by Wilmer for Auditor to purchase flowers for city and spend up to 550.00 on them. Ayes Stanhope, Burke, Feldman, Wilmer, Waldrop and Truax Nays: None. Motion carried.

 7. Mayor Update: a) update on Levee recertification b) new Border Patrol station nothing new at this time. c)  Council reviewed current vacation and sick leave policy. Auditor drafted a new sick leave policy for employees.  Motion by Waldrop Second by Wilmer to accept the new employee sick leave policy Ayes Stanhope, Burke, Feldman, Wilmer, Waldrop and Truax Nays: None. Motion carried. (see attachment)  City Attorney will draft a new vacation policy for next month’s meeting for council to review.

  1. Aud. /Admin. Update:  a) April financials reviewed and approved b) May bills reviewed and approved.

10. New Business: a) Motion by Feldman Second by Wilmer to allow 2nd  Street from the corner of Mikes Hardware and Red Roost to corner of Rolette and 2nd from 8:00 pm July 3rd until 11:30 pm July 4th  as long arrangement have  been made with the ambulance service . Ayes Stanhope, Burke, Feldman, Wilmer, Waldrop and Truax Nays: None. Motion carried. b) Council discussed the Corner bar and Grills water usage from the last 2 ½ years .After much discussion the Council is going to leave this as is.  c) Council discussed the Liquor & Beer license fee and will revisit this next year and discuss then possible lowering the fee. Councilmember  Burke had a complaint from a resident about  the rental  property Mike Ohmann owns on 2nd Street .There is a business that s renting it and is that allowed. After discussion between Council and City attorney the business that is renting it is allowed .It’s for their own personal packages it’s not a parcel pick up business.
