Official Minutes for September 11th, 2017 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Allen Huttunen, Corie Koropatnicki, Connor Snitker, Cody Carpenter

 

City Employees Present:   Lisa Plante, Auditor/Administrator, Gary Helland/Public Works Superintendent

 

City Attorney Present:  Rob Fleming

City Engineer Absent:  Brad Bail

 

Absent:   Melissa Hilliard

 

Others present:  Jeremy Homstad, Ryan Clark-RDO, Chad Cosley

 

Public Portion

Jeremy Homstad here to look into buying city property at 152 Hayden St W.

 

Meeting called to order by Mayor Dorion at 6:02 p.m.

 

Changes to Agenda

 

Add Chad Cosley property purchase and patching 5th street under Lisa. Motion by Fritz, second by Snitker to approve the changes to the agenda.  Ayes all present.  Motion carries.

 

Motionby Fritz, second by Carpenter to approve August meeting minutes; Ayes all present. Motion carries.

 

Old Business

  • Levee-Tabled.

 

  • Bret Corneliusen –Tabled.

 

  • Ernie D’auetuil – Tabled.

 

  • Spot Bar- Tabled.

 

  • Crotty house- Jeremy Homstad.  Motion by Fritz second by Koropatnicki to sell property at 152 Hayden St. to Jeremy Homstad for one dollar plus legal fees with progress stipulations in purchase agreement.  Ayes to all present.  Motion carries.

 

Engineer Report/Brad Bail –   

Motion by Snitker, second by Koropatnicki to go with option A on the 5th Street project.  Ayes to all present.  Motion carries.   Motion by Koropatnicki, second by Carpenter to create special assessment boundaries.  Roll call vote.  Ayes: Koropatnicki, Fritz and Carpenter.  Snitker abstains.  Motion carries.  Motion by Snitker, second by Koropatnicki to direct Brad to prepare detailed plans and specs.  Ayes by all present.  Motion carries.  Brad reviewed bridge repair costs for future. 

 

Huttunen arrives at 6:38 p.m. to the meeting.

Employee Report/Concerns-

  • Water Pollution ConferenceMotion by Snitker, second by Fritz to have Gary attend the Water Pollution Conference in Fargo in October.  Ayes by all present.  Motion carries.

 

  • RDO loader- Ryan presented lease options and purchasing options.  Motion by Fritz, second by Carpenter to renew lease with RDO for loader.  Ayes by all present.  Motion carries.

 

  • Dike mowing riverside- Contractor will start the mowing next week.

 

Update & Business:  Mayor – nothing at this time

 

Update & Business:  City Auditor

  • The August financials and September bills were reviewed and approved.    Accountant advised we need to either raise property tax or raise water rates.  Decision needs to be made tonight.  Discuss with water rates.

 

  • Chad Cosley property- Motion by Snitker, second by Fritz to sell Lots 1-5 and 14-18, BLK 60 for $20,000.  Roll call vote.  Ayes:  Huttunen, Koropatnicki, Fritz, Carpenter and Snitker.  Nayes:  none.  Motion carries.

 

  • Water Audit- Lisa presented council with water audit results from N.D. Rural Water.  Gave 4 options of revised rate structure.  Motion by Koropatnicki, second by Fritz to go with option 2 for new water rates.  Ayes:  Koropatnicki, Fritz, Carpenter, Snitker.  Naye: Huttunen.  Motion carries.  Motion by Fritz, second by Snitker to discontinue allowing suspension of water bills when resident has water turned off.  Ayes to all present.  Motion carries.  Motion by Huttunen, second by Koropatnicki to look into raising the property taxes with the stated goal to establish a capital improvements fund.  Ayes: Carpenter, Snitker, Fritz and Koropatnicki.  Nayes: Fritz.  Motion carries.

 

  • Water Policy- Reviewed the current wording of the water policy.  Motion by Huttunen, second by Snitker to keep the sewer policy as it currently is but change the water policy to the City is responsible up to and including the curb stop with homeowner responsible from curb stop to their connection for residential properties and the commercial properties to remain the same as prior policy to be responsible from main to their building.  Ayes:  Snitker, Carpenter, Koropatnicki, Huttunen.  Nayes:  Fritz.  Motion carries

 

  • 5th Street patching- Fritz said to pass as discussed earlier in meeting.
