Minutes for July 15, 2024, Pembina City Council Special Meeting

Mayor Fitzgerald called the meeting to order at 6:00 p.m.
Preliminary Budget Hearing:
- Preliminary Budget was discussed. Motion by A Huttunen, 2nd by Watts to accept the preliminary mills as follows: General Fund 105, Emergency 2.5, Airport 0, Library 1, Cemetery 2, Recreation 2.5, Special Assessments 8, Capital Improvements (Lagoon Project) 10, for a total of 131.
- The total amount levied is estimated at $216,998.88, an increase of $79,434.53 from 2023, and an increase of $79,346.88 from 2022.
- Motion by A Huttunen to accept mills as presented, 2nd by Watts, all ayes present. Motion carries.
Council & Committee Appointments:
Mayor Fitzgerald presented a list of board representative appointments and committee assignments for which he asked approval as follows:
- Administrative Appointments:
o City Auditor/Administrator: T Stoiber
o City Attorney: R Fleming (Fleming Dubois Fleming PLLP)
o City Engineer: D Fanfulik (Widseth Smith Nolting)
o City Assessor: Z Hartje
Motion to approve the appointments by A Huttunen, 2nd by Watts, all ayes, motion carries.
- Motion by A Huttunen that Watts continue as Council President, 2nd by Carattini, all ayes, motion carries.
- Motion by Watts that A Huttunen sit as Council Vice President, 2nd by Needham, all ayes, motion carries.
- Council Committee Assignments:
o Library Board: Add Ashley Schafer; A Huttunen, Watts continue
o Cemetery Board: Remove J Grube & L Hall; add Carattini; Fitzgerald, Snitker continue
o Recreation Board: Remove J Gruenberg; add J White; Fitzgerald, A Huttunen continue
o Ice Rink Committee: Remove J Krom & L Hall; add A Moore; A Huttunen continues
o Airport Authority: Remove G Koropatnicki; add Norby
o Building Zoning & Industry: Watts, Norby, Snitker continue
o Streets Water & Sewer: G Koropatnicki, Norby, Fitzgerald, K Needham
o Fire Department:
- Fire Chief: P Huttunen
- Assistant Fire Chief: A Eisenbeis
- Captains: M Chale & C Carpenter
- Secretary/Treasurer: A Eisenbeis
o Police & Personnel Committee: Committee of whole governing body
o Community Center & Office: Remove G Koropatnicki; add Stoiber, Needham, Carattini
o Landfill: Remove P Burton, G Koropatnicki, D Stainbrook; add Watts, A Huttunen
o Ambulance: A Huttunen, Snitker continue
o Motion by A Huttunen to add Daycare Committee. 2nd by Carattini. All ayes, motion carries. Daycare Committee: Snitker, A Huttunen, Needham
- The 4th of July Committee is an independent committee, not funded by the City, so will not be mandated by the City Council.
- Committees discontinued due to lack of participation/communication:
o Shade Tree Committee
o Growth Committee
o Assessment Committee
Motion to accept the appointments as previously discussed by A Huttunen, 2nd by Carattini. All ayes, motion carries.
