Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker,Melissa Hilliard, Allen Huttunen, Cody Carpenter and Mike Fitzgerald

 

Absent: none

 

City Employees Present:   Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

 

City Attorney Present: Rob Fleming

City Engineer Present: Brad Bail

 

Others present: Zelda Hartje, Kari Helgoe, Phil Hall, and Louise Hall

 

Public Portion

Phil Hall here to ask about grant money for demolition of houses in town. Zelda and Kari here representing the Rendezvous Region Tourism Council. They gave a presentation on it and requesting the city sign up for a membership.

 

Meeting called to order by Mayor Dorion at 6:18 p.m.

 

Changes to Agenda

 

Add RRTC to agenda under New Business. Add PCC to Old Business. Remove Warranty, Golf course and Jerry Lyons. Motion by Huttunen, second by Hilliard to approve changes to agenda. Ayes all present. Motion carries.

 

Motionby Fritz, seconded by Hilliard to approve September’s minutes; Ayes all present. Motion carries.

 

Old Business

  • Levee-Tabled.

     

  • Bret Corneliusen –Tabled.

     

  • Ernie D’auetuil – Tabled.

     

  • Spot Bar- Tabled. Received a new bid for demolishing the Spot Bar which was $58,200 so still will not be going forward with that at this point.

     

  • No Parking on 5th St S.-(A.H.) - Tabled. Al will talk to Theresa at Livingston at Brian with USDA.

     

  • PCC update- Change was made at previous meeting to allow Zumba class to continue to use free of charge and with no deposit.

     

    Engineer Report/Brad Bail  Brad gave update on the 5th Street project. Presented pay estimate #2 to the council. Project is about 95% complete. Motion by Snitker, second by Fritz to pay Opp Construction pay estimate #2. Roll call vote Ayes: Huttunen, Snitker, Fitzgerald, Hilliard, Carpenter and Fritz. Nayes: none. Motion carries.

     

    Attorney Update / Rob Fleming-South 2nd Street is city not private drive so city is required to maintain. No one showed up at the protest hearing at 5 o’clock and no protests in writing so city will now publish and have another hearing for special assessments.

     

    Employee Report/Concerns-

  • 2nd Street ditch bids: Have Gary get new bids on just the one section at a 3:1 slope

    .

  • Gravel for S 2nd Street: Do not put any new gravel what is there is fine. Just needs to be bladed.

     

  • South Cavalier St (Bordertown Construction) – Ron explained what took place when homeowner put new water line in and then this summer when road was repaired. There is $587 left on the Bordertown Construction bill from the repairs that homeowner refused to pay. Bordertown Construction is requesting city pay remainder. Motion by Huttunen, second by Fritz to pay the $587 to Bordertown Construction. Ayes all present. Motion carries.

  • The September financials and October bills were reviewed and approved.

     

  • Final budget approval- Motion by Huttunen second by Fritz to approve the final budget as presented. Roll call vote Ayes: Huttunen, Snitker, Fitzgerald, Hilliard, Carpenter and Fritz. Nayes: none. Motion carries.

  • Holiday decorations- Lisa presented pricing to purchase 7 more snowflakes which will make Stutsman uniform. Motion by Fitzgerald second Fritz to purchase the 7 new decorations for $1883. Ayes: Snitker, Fitzgerald, Hilliard, Carpenter and Fritz. Nayes: Huttunen. Motion carries.

     

  • PCC/Zumba0- Motion by Huttunen second by Fritz to waive all fees for Marla to hold her Zumba class in the community center. Ayes all present. Motion carries.

     

  • Rendezvous Region- Motion by Snitker, second by Fritz to pay the $250 membership dues to the Rendezvous Region Tourism Council.

    Committee Reports:

  • Rec bd-pea rock and damage update-   Lisa will get the other pages of insurance papers they quoted from for Rob to review. Insurance company requires 2 or 3 bids on removal and reconstructing the grandstand. Lisa will get ad out for bids.
