Unofficial Special Council Meeting Minutes for June 4, 2026, South Pembina Bridge

Council Members Present: Mayor Fitzgerald, Norby, Snitker, Needham, Carattini, A Huttunen

Absent: Flores

Guests: Koropatnicki, City Super; Stoiber, City Auditor; Fleming, City Attorney (via telephone); Lee Cariveau, Widseth Smith & Nolting, City Engineers; Devin Johnson, Pembina County Hwy. Dept.; Andrew Cull, Pembina County Commissioner for area; Scott Becker, Pembina County Commissioner, District 4; Samantha Diemert Pembina County Department of Emergency Services

6:02pm Public Portion called to order by Mayor Fitzgerald.

The following citizens expressed their concerns about the closure of South Pembina Bridge: Phil & Louise Hall; John & Nancy Feldman; Brenda & Tom Masloski; Theuns Steyn; Brady Koropatnicki; Chad & Shannon Cosley; George Christenson; Lyndi Needham; Deann O’Hara.

6:28pm Public Portion closed by Mayor Fitzgerald.

6:33pm Special Council Meeting called to order.

· Fleming explained he ordered the bridge closed due to recommendations by GFT (the NDDOT inspectors) and out of an over abundance of caution to protect citizens, until the City engineers can say what’s safe, if anything.

· Snitker made motion to ratify closure on June 7^th; motion died.

· Norby made motion to keep the bridge to South Pembina closed for all crossings, and wait for the engineering report and adjust types of traffic allowed, if any, at that time; 2^nd by Needham. Role Call Vote: Ayes: A Huttunen; Snitker; Needham; Carattini; Norby. Motion carries.

· If Widseth can get the analysis done within 4 days, another special meeting will be held to address what next steps are.

Motion to adjourn at 6:42pm by Snitker.
