Official Minutes March 8th 2010 City Council Meeting
Attendance: Mayor Warren Hillukka, Council, Beverly Burke, Debbie Stanhope, Pat Burton, John Feldman, & Greg Wilmer
Absent: Kyle Dorion
Present: Attorney Larry DuBois, Aud. /Adm. Nancy Thompson, Dan Johnson City Engineer, PWS Ken Norby
Public Portion: Nathan Symington, Julius Wagner, Kathy Lunde all present for public portion. Nathan here to inquire about property and to see if city has decided anything. Julius here on behalf of Little Shell Tribe to discuss funding for business venture. Kathy let the City know that they have been awarded funds through the Community Development Block Grant for the Infrastructure Improvement Projects that were presented to the Red River Regional Council.
Regular meeting called to order by Mayor Hillukka at 6:30 p.m.
1. Changes made to agenda: Motion by Stanhope, second by Burton to accept changes to agenda. Motion carried. Motion by Feldman second by Burton to approve February minutes. Motion carried.
2. City Engineer /Dan Johnson: a) Motion by Feldman second by Wilmer to proceed with the water system improvement project alternative #3 & forcemain improvement project alternative “D” from preliminary Engineering report.
Roll call vote ayes Feldman, Burton, Stanhope, Burke & Wilmer. Nays- none absent not voting Dorion. Motion Carried.
3. City Attorney Update: a) Motion by Burton second by Wilmer to accept the first reading repealing City Ordinance section 9-05-36 of chapter 9 and re-enact section 9-05-36 chapter 9 Hours and Time of Sale for On Premises Consumption of Alcoholic Beverages. Motion carried. b) Update on Edith Monette lawsuit.
4. Employee Report: a) Streets need to be crack sealed this summer b) Fixing the ford tractor is going to cost more than originally expected, different options have been presented to council. Motion by Feldman second by Wilmer to go with a 5 year lease at $14,349.53 a year with option to buy at end of lease on a McCormick MC130 Tractor with loader and pallet forks with 500 hrs a year. Will borrow from the (215) street repair fund to make first year lease payment when ford tractor sells will pay back the (215) street repair fund and the rest of the money from tractor sale will be used for lease payments. Roll call vote, ayes Feldman, Stanhope, Burke & Wilmer. Nays- none Burton abstained conflict of interest. Absent not voting Dorion. Motion carried. Motion by Wilmer second by Stanhope to have Team Lab spray again this year: pond, broadleaf & golf course fairway. Motion Carried.
5. Mayor Update: a) Updated council on PAL and HDR Engineering b) Emergency Declaration reviewed and signed by Mayor. c) Motion by Burton second by Feldman to send letter to Corps of Engineers asking them to provide emergency services and assistance if needed during flood season. Motion Carried d) Motion by Feldman second by Burton for the city of Pembina to act as sponsoring units of Government from the projects title infrastructures improvement projects to authorize the mayor to apply for the community development block grant funds for the projects. Motion Carried.
6. Aud. /Admin. Update: a) February financials reviewed and approved. b). March bills reviewed and approved c) Motion by Feldman second by Stanhope to give ND small business Development Center $500.00. Motion carried.
7. Committee Reports: Building and Zoning Committee: Will table the sale of property till more research is done on it.
8. New Issues: a) Motion by Stanhope second by Wilmer to give Pembina Ambulance the requested dollar amount of $8,500. Motion Carried b) Yearly tax equalization meeting will be April 13th at 4:30 pm
9. Motion to adjourn by Burke at 8:35p.m.
