Official Minutes for November 8th, 2021, Pembina City Council Meeting

Council Members Present: Mayor Mike Fitzgerald, VP Ron Fritz, Greg Koropatnicki, Jennifer Martin, and Allen Huttunen

Absent:  President Jeff Watts, Pat Burton, Gary Helland/Public Works Superintendent

 City Employees Present:  Lisa Hall/Auditor (via phone)

City Attorney Present:  Rob Fleming

City Engineer:  none present

 Others present:  Sheriff Meidinger, Tara Emerson

 Public Portion-      Called to order at 6 p.m.  Tara attended the Red River Regional Council meeting that had the Roger Brooks overview of his secret shopping in the county and findings on the cities.  Talked about being able to do website updates or upkeep on the face book page. 

 Meeting called to order by Mayor Fitzgerald at 6:09 p.m.

 Changes to agenda

 No changes to agenda.

 Motion by Fritz, second by Huttunen to approve October’s meeting minutes.  Ayes all present. Motion carries.

 

Old Business

  • Ambulance budget- Tabled.  Mike is meeting with them next week.
  • Drainage ditch west of Gastrak- Reviewed the report from JR Wastewater and overview Gary sent.  Water board won’t go forward on complaint until they have seen the video results.  Have Lisa forward the pictures and video to Rob when back in office.
  • Generator at school – Tabled.  Nothing received yet from State Side Electric
  • Garbage rates- Tabled until next meeting.

 

Committee Reports:   

  • Fire Department- Chief Eisenbeis not present.

 

Employee Report/Concerns-

  • Bid for pavilion lights- Motion by Martin second by Fritz to accept the bid from State Side Electric for the lights in the pavilion.  Ayes all present.  Motion carries.

 

Engineer Report/Brad Bail     

  • Pembina River Bridge- Tabled.  Engineer not present.
  • Street/Alley repairs-Tabled.  Engineer not present.

 

Attorney Update / Rob Fleming-

  • Condemn 422 N 5th St- Rob contacted the building inspector on this house.  He will get up here when he can.
  • Towed cars- Thirty days after impounding we can publish in paper they are up on auction at least six days prior. 
  • Wade Crotty lots- Wade will need to have the surveyor do meets and bounds for the two pieces he is interested in before city can sell.  Lisa will contact him again.

 

Council business/concerns-

  • Back tax lots on bid- Lisa reviewed the four properties that the county will be auctioning on November 16th

 

Update & Business:  Mayor

  • Police contract- Sheriff Terry Meidinger here to discuss police coverage.  Last time it was reviewed was in 2014.  It was set one dollar per resident per month that we are charged.  Will review new census numbers and address updating rate.  Terry will have deputies do more coverage Saturday mornings.

 

Update & Business:  City Auditor/Lisa Hall

  • Motion by Huttunen second Fritz to approve financials as presented with verification of the two bills in question.  Ayes all present.  Motion carries.
  • Liquor License- Motion by Huttunen second by Fritz to approve the transfer of the liquor license for The North Bridge Bar & Grill pending state approval so the bar is able to remain operational.  Ayes Fritz, Huttunen and Koropatnicki.  Nay none.  Martin abstains.  Motion carries.
  • American Recovery Plan Act- Tabled.
  • Recycling fees- Motion by Huttunen second by Martin to change residential rates to match what Countrywide charges the city per household.  Ayes all carries. Motion carries.
  • Water Rates- Tabled.
  • Living local app- Tabled.

 New Business

  • Tourism Ad- Lisa presented the information for the 2022 ND Be Legendary Travel Guide.   Lisa will contact JDA to see if any matching funds to pay for the ads.

 Motion to adjourn by Fritz at 7:08:p.m.
