Official Minutes for May 13th, 2019 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, Allen Huttunen, Cody Carpenter and Mike Fitzgerald

 

Absent: VP Connor Snitker and Melissa Hilliard

 

City Employees Present:   Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent

City Attorney Present: Rob Fleming

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Motion by Fritz, second by Carpenter to approve agenda. Ayes all present. Motion carries.

 

Motionby Fitzgerald,seconded by Huttunen to approve April’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Tabled. Lisa got ahold of the company from Minnesota Cody spoke to but has not received anything yet.

     

    Engineer Report/Brad Bail  

    Attorney Update / Rob Fleming- Daycare lease done and ready to sign. A mayor can appoint non-law enforcement officer to help issue parking tickets but attorney general advises to contact insurance company and that the citizen is properly trained. Attorney advises against doing this.  

     

    Employee Report/Concerns-

  • Summer help: We received 3 applicants. Oivind Helland, Nick Misson and Luke Misson. Reviewed the applications and read the auditor’s recommendation. Motion by Huttunen, second by Carpenter to hire Oivind at $13 per hour, Nick at $12 per hour and Luke at $10 per hour if agreed to full time or $9 per hour if the requested 5 hours per day. Ayes all present. Motion carries.

     

  • Speed bumps: Reviewed pricing from different companies. Location for speed bumps will be on Stutsman by KCND building area and also closer to school on top of incline. Motion by Huttunen second by Fitzgerald to buy twelve of the 6 foot long 2 inch high speed bumps from Traffic Safety. Ayes: Carpenter, Fitzgerald and Huttunen. Nayes: Fritz. Motion carries.

     

  • MCI ditch grading- The ditch in front of MCI is holding water on east end. Culvert may be broke underground to the west by Gastrak. Gastrak has hired Blaine to dig up and see what needs to be done to fix. City will see what happens after the repair if still need grading of MCI ditch. Gary will get a couple quotes so it can be voted on at next meeting if need be.

     

  • Team Lab spraying- Motion by Huttunen second Fitzgerald to approve Team Lab to do the spraying at the same rates as last year. Ayes all present. Motion carries.

     

  • Complete Pest Control- Was here this week to treat for gophers. Gave a list of recommendations. Motion by Huttunen, second by Carpenter to approve signing the Complete Pest Control contract. Ayes all present. Motion carries. Have them add all city buildings to contract.

     

  • Crack fill oil- Motion by Huttunen second by Fritz to buy 8 drums of crack fill oil. Ayes all present. Motion carries.

  • The April financials and March bills were reviewed and approved.

     

  • ND CARES- Signs are $40 each. Motion by Huttunen second by Fitzgerald to authorize the resolution for supporting ND Cares. Ayes all present. Motion carries.

     

    Committee Reports:

  • Daycare- Corie Koropatnicki here to inform council a provider has been found. Will give 1st year rent free and pay water/sewer for year. Motion by Huttunen second by Fitzgerald to accept offer from prospective provider and cover utilities including electric. Ayes all present. Motion carries. City will mow outside of the fence. Provider will need to mow inside the fence. Need more sand for the play area. Rob will update contract to include

     

  • Recreation Board- Having a meeting end of this week to plan south Pembina playground cleanup. There are 21 kids signed up for tee-ball there will be no pee wees this summer. Waiting for insurance still on grandstand. Lisa submitted a grant for Outdoor Heritage Fund. Waiting to hear on that. Currently have 2 bids for the addition to the bathrooms and fish station and they are $35,000 to $45,000. . Get a price from Halcrows to get current shower operational for the season. Get campground open next week and move road closed sign to top of dike.
