Official Minutes for May 11th, 2020, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker, Cody Carpenter, Mike Fitzgerald and via phone Allen Huttunen

 

Absent: Melissa Hilliard and Brad Bail

 

City Employees Present: Lisa Hall/Auditor, Gary Helland/ Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

City Attorney Present: Rob Fleming

 

City Engineer:

 

Others present: Dawn Mandt/Red River Regional Council and Harold Rotunda

 

Public Portion- Dawn gave an overview of the projects they have helped fund. Requesting letters of support for the JDA to receive 3 mills. She will draft a letter for Mayor Dorion to sign that council will review at June’s meeting.

Harold gave an overview for the upcoming budget.

 

Meeting called to order by Mayor Dorion at 6:30 p.m.

 

Changes to Agenda

 

Add speed bumps, 4-way stop and Owen (pump and mowing) under Gary.

Motion by Snitker, second by Fritz to approve the agenda with changes to. Ayes all present. Motion carries.

 

Motionby Fritz,second by Fitzgerald to approve April’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Motion by Huttunen second by Hilliard to accept the bid from Forest River Colony of $40,000 to demolish and remove the Spot Bar building. Ayes all present. Motion carries. Rob will draw up a contract with details of job and deadline of September 30th, 2020.

    Attorney Update / Rob Fleming- Reviewed Spot Bar demolition contract for Forest River Colony

     

    Employee Report/Concerns-

  • Culvert on 3rd & Hancock-Culvert needs to be fixed has not been draining properly for years. Have Brad look at it.

  • Motionby Carpenter second by Snitker to accept Team Labs quote. Ayes all present. Motion carries.

  • Motion by Huttunen second by Carpenter to move the speed bumps on Stutsman further east between school and 5th Street and make the intersection of 5th and Stutsman a 4 way stop. Ayes all present. Motion carries.

  • Motion by Huttunen second by Snitker to order new speed bumps for South Pembina like the ones on Stutsman. Ayes all present. Motion carries.

  • Motion by Snitker second by Carpenter to allow Owen Symington use of the 6 inch pump for $100 per day for two days. Ayes all present. Motion carries.

  • Motion by Huttunen second Snitker to hire Luke Misson at $9.25, Oivind Helland at $16.00, Machayla Helland at $9.00 and Wyatt Olsonawski at $9.00. Ayes all present. Motion carries.

  • The April financials and May bills were reviewed and approved.

     

  • Public Health- Motion by Fitzgerald second by Huttunen to make the ballparks smoke free. Ayes all present. Motion carries.

 

  • Crotty House- The next round of funding for asbestos removal is starting in October and the Department of Health informed Lisa this project should make this round. Lisa is waiting for a quote on removal from the same company that removed it in the Spot.

     

    Committee Reports:

  • Summer ball cancellation- Motion by Snitker second by Fritz to cancel the 2020 ball program due to the COVID-19.  Ayes all present. Motion carries.

  • Bleachers- They are ordered and we are on the list for installation.

  • Campgrounds- Find out state guidelines for opening campgrounds.

  • Fire Department update- Grants have been applied for and new equipment is being bought. Current building is in bad shape and needing repairs or build a new station. Department is going to be doing more training.

     

    New Business:

  • Welcome sign- Blaine updated that the ground is still soft but once it hardens he will get the dirt work done. Did move the old gravel out. Once dirt is in it will be ready to landscape.

     Motion to adjourn by Fritz at 7:11 p.m.
