Minutes of September 7, 2004 Council Meeting
Attendance: Council: Richard Senum, Beverly Burke, Nancy Thompson, John Feldman, Kyle Dorion, Pat Burton, Mayor Warren Hillukka. Absent: none.
Present: K. Johnson, Aud./Adm.; Attorney Daniel Gaustad, Pearson & Christensen
Others Present: Deputy Chris Benson, Ken Norby, and Dan Johnson of WSN, Jerry and Ilona Lyons, and Charles Hughes.
Public Hearing called to order at 7:05 by Mayor Hillukka.
· Chris Benson – gave police report.
· Lyons –Motion by Burton, second by Feldman to approve the Lyons’ abatement request as presented. Motion carried, 100% voting aye.
Regular Meeting called to order at 7:05
1. Changes to agenda – policy for meter installation
2. Motion by Burton, second by Feldman, to approve August minutes. Motion carried unanimously.
3. City Attorney Update: a) second reading of Ordinance 2004-1. Motion by Burton, second by Senum to approve second reading and final passage. Motion carried, 100% voting aye. b) Motion by Feldman, second by Thompson, to remove language placing entire measure on ballot. Motion carried, 100% voting aye. c) Motion by Burton to approve option 1 of the North Valley Rural Water System contracts – no new building – as the option the voters will choose from. Gaustad will get final contracts from both parties & update his comparison. d) MCI – city attorney will prepare the proper documents for to finalize the grant and conveyance issue. e) S. Pembina/FEMA – still waiting for response from FEMA’S office concerning title issues.
4. Employee Report: a)Review of staff and auditor goals/priority lists. Twamley to start work on the flood wall Sept.8. Manhole on dike raised & needs new cover. Jerry Seed through work Sept. 9. b) Meter reading –Discussion lead to this policy: The City of Pembina will supply up to one 5/8 inch residential meter, reader and wire for each account. Residents are responsible to have these installed, but may have the city employees install for a $20.00 fee. Installation by staff on a trailer with heat tapes will not be allowed for liability reasons. The City owns the meters and readers and will replace them as reasonably necessary. Commercial buildings must have either an outside reader or access during business hours, policy will now go into affect. Motion by Burton to accept this policy, second by Dorion. Those voting aye: Senum, Thompson, Burton & Dorion. Opposed: Feldman & Burke. Motion carries. Senum motioned to reconsider motion, Burton seconded this. Motion by Burton, second by Senum, to amend the policy to have city employees install all remaining outside readers which have never been installed. Motion carries unanimously. c) Auditor to try to attend state hearing on MCI taxes in Bismarck.
5. Mayor’s Update: a) OTPC to do tree trimming in town. Tree dumpster full of 8-10 ft. trees. Landfill truck has not been available. b) Lake Agassiz water association membership-tabled until after election.
6. Auditor’s Report: a) Financials reviewed & approved. b) Motion by Burton to approve transfers, second by Dorion. Senum opposed, but all others voting aye. c) Budget items reviewed. Budget meeting set up for Sept. 21 at 7 p.m.
7. Committee Reports: a) Building & Zoning – send a copy of all building permits to chairman Feldman. b) Streets – discussion of Post Office parking lot. c) Recreation – presented 2005 budget. d) Growth – Motel update.
8. Senum is now managing Pembina Housing Authority.
9. Motion to adjourn by Burke at 10:20 p.m.
