Minutes of August 10th 2009 City Council Meeting
Attendance: Mayor Warren Hillukka Council, Debbie Stanhope, Greg Wilmer, Bev Burke and Pat Burton Present: Attorney Neil Fleming, Engineer Dan Johnson, Deputy Auditor Lisa Penn & PBA Tom Masloski Absent: Kyle Dorion, John Feldman & PWS Ken Norby, Auditor Nancy Thompson Others Present: County Commissioners: Hetty Walker, Gary Nielson, Andy Adamson, Hugh Ralston, Corene Vaughn and Sheriff Brian Erovik
Public portion: Commissioners and Sheriff here to discuss police contract. Has not been updated for 13 years, needs to be rewritten. Nick Foley is new deputy.
Regular meeting was called to order by Mayor Hillukka at 6: 35p.m.
1. Changes made to agenda: Under Mayor add ambulance, Neche and boat landing, under committees add Valley Landfill, Growth and Rec. Bd. Under public portion add City Commissioners. Motion by Burton, second by Stanhope to accept changes to agenda. Motion carried.
2. Motion by Burton second by Stanhope to approve July 13th minutes with change made to 6c. add “water problems in” between “with” and “garages”. Motion carried.
3. City Engineer Update: Survey crew will be here on Wednesday to survey lagoon, Volks and Charbonneau culvert. Brought the O&M Manuals for the Community Center.
4. City Attorney Update: Drain 69-needs to be drained again.
5. Employee Report: a) Goals/priorities reviewed. b) Meter Vault Pit has 3-4 feet of water in it-should be a dry pit. Dan Johnson will call Spruce Valley regarding this. c) raise up the manholes in industrial park using the covers at the shop d) check with Northern Water on leasing of a meter for hydrant e) make spots in 5th street trailer park usable for RV’s during harvest
6. Mayor Update: a). Ambulance in danger of shutting doors-do not have finances. Meeting Tuesday night at Community Center. b) Neche city council approached Warren about meeting with Pembina city council in regards to working together with Pembina River flooding issues. Meeting set for Monday, August 24th at 6:30 p.m. c) Boat landing-Ottertail reinstalled light pole up high on the dike with flood light instead of pole down by ramp
7. Auditor Update: a) July Financials reviewed and approved b) August bills reviewed and approved c) Motion by Burton second by Wilmer to accept offer from office personnel for purchasing old computers. Motion carries. d) Motion by Burton second by Stanhope to accept Special off-premises permit for Legion on August 22, 2009. e) Motion by Wilmer second Burton to close 2nd Street from Rolette to North side of Ambulance garage for wedding dance on August 29, 2009. Motion carried. f) Motion by Stanhope second by Wilmer to close Beaupre Street in S. Pembina by concession stand for street dance on August 22, 2009. Motion carried.
8. Committee Reports: a) Valley Landfill-picking up Bathgate, no longer picking up Icelandic park. Motion by Burton second by Wilmer to pump out fuel tank. Motion carried. Permission given by Valley Landfill to City of Pembina to haul grass to Joliette if we clean up own mess.
b) Recommendation by Growth Committee to grant the Airport a $6000.00 grant and a $6000.00 interest free loan, payable yearly in the amount of $1000.00 for 6 years. Recommendation is the motion, second by Burke. Motion carried.
c) Rec. Bd- fish cleaning station floor has been repaired and fish grinder to be installed Tuesday, Aug 11th. Street dance on August 22, 2009
