Official Minutes for October 11th, 2016, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Allen Huttunen, Cody Carpenter, Connor Snitker Corie Koropatnicki and Joan Studeny.

 

City Employees Present:   Lisa Plante, Auditor/Administrator

 

City Attorney Present:  Rob Fleming

City Engineer Present: Brad Bail WSN

 

Public Portion

No one present at 6 p.m.

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Motion by Snitker 2nd by Fritz to accept agenda.  Ayes to all present.  Motion carries.

 

Motionby Fritz, second by. Snitker to approve September 12th and October 4th meeting minutes; Ayes to all present.  Motion carries.

 

Old Business

  • Bret Corneliusen –Tabled.  Lisa will contact to see if work is being done.

 

  • Ernie D’auetuil – Tabled  

 

  • Spot Bar- Tabled.

 

  • Daycare items- Koropatnicki updated on the progress.  There are a couple part time kids enrolled. 

 

  • Tree Pile-Tabled.

 

  • Hours/Pay PW Assistant NDPERS- Discussion was had and previously decided to leave as is.

 

Engineer Report/Brad Bail –   

Sent in to CWSRF for Pembina to be included in the 2017 Intended Use Plan for the conversion and upgrade of our one cell waste water stabilization into a two cell stabilization system.

 

Attorney Update / Rob Fleming-

Attorney will start the process to serve Notice to Quit for garage in Pembina Court.

 

Update & Business:  Mayor

  • Work Session- Discussion about having a non-formal work session open to public to brain storm prior to council meeting.

 

  • Table- Options discussed.  Motion by Koropatnicki 2nd by Snitker to move all regular council meetings to the Pembina Community Center.  Ayes:  Carpenter, Studeny, Huttunen, Koropatnicki and Snitker.  Nayes:  Fritz.  Motion carries.

 

Employee Report/Concerns

 

  • Dean Warner– Was not present.

 

  • JR Wastewater – They have completed work.

 

  • Corp culverts – Culverts have been videoed as required by Corp.  

.

  • Crack sealing – Used what we had for the season.

 

  • Christmas lights- We have 6 not working.  Will wait to purchase new ones and spread out the working ones.

 

  • On Call- Motion by Snitker 2nd by Koropatnicki that City employee does not get paid by the City when employee is on an emergency call but has opportunity to make up those hours at regular pay rate.  Motion carries.

 

Update & Business:  City Auditor

  • The September financials and October bills were reviewed and approved.

 

  • Water Connect – Reviewed motion from January 12th, 2015

 

  • Solar Sign- Tabled.  Look for grant funding.

 

  • Professional Building sign- Reviewed pricing and decided not to put a sign on building.

 

  • Sidewalk- Letter sent to business to repair damaged sidewalk.

 

  • Mosquitos- Discussion about aerial sprayingMotion by Studeny 2nd by Snitker to have Mayor Dorion sign the authorization application to have Airborne Custom Spraying obtain FAA approvals.  Ayes:  all present.  Motion carries.

 

Committee Reports:

 

New Business

  • Complaint/resolution spreadsheet – Will be filled out and put in folders when received.

 

  • Street lighting- Some streets are very dim.  Have Gary talk to Ottertail.

 

  • Flood Committee-  Review of workshop in September
