Official Minutes for December 12th, 2016, Pembina City Council Meeting

Council Members Present: President Ron Fritz, VP Allen Huttunen, Cody Carpenter, Connor Snitker, Corie Koropatnicki and Joan Studeny.

 

City Employees Present:   Lisa Plante, Auditor/Administrator, Gary Helland, Public Works Superintendent

 

City Attorney Present:  Rob Fleming

City Engineer Present: Brad Bail WSN

 

Absent:  Mayor Kyle Dorion

 

Others present:  Phil Hall, Nick and Crystal Volk, Darcy Reis, Rich Margerum, Doug Kneeshaw, Greg Kneeshaw

 

Public Portion

Nick and Crystal Volk and Darcy Reis here to discuss list of questions that Crystal turned in to the city office.  Questions regarding the mosquito spraying and the charges on residential units.

 

Meeting called to order by President Fritz at 6:20 p.m.

 

Changes to Agenda

 

Motion by Huttunen second by Snitker to approve changes to agenda of adding school snow, grapple, chains and meters under employees; add natural gas under Auditor; add equipment, job logs, to do list, shop keys and sewer bugs under employees to agenda.  Ayes to all present.  Nayes none.  Motion carries.

 

Motionby Studney, second by Carpenter to approve November 14th meeting minutes; Ayes to all present.  Motion carries.

 

Old Business

  • Bret Corneliusen –Tabled.

  • Spot Bar- Tabled.

Engineer Report/Brad Bail –   

Will get council a list of the streets with potholes that he did with Gary.

Employee Report/Concerns

 

  • Stop logs–HDR needs a written request to order the stop logs for the flood wall.  Motion by Huttunen second by Carpenter to have Lisa send request for purchasing stop logs for the flood wall.  Ayes all present.  Nayes none.  Motion carries.

 

  • Snow protocol- Review ordinance.   Lisa will send a warning letter to people in violation of snow removal policy.  If Gary has to move the snow we will charge the person for removal of their snow.  Gary will work on putting together emergency route for snow removal.  Gary will work on a solution to the trouble spots that constantly get blocked in bad. 

 

  • Grapple – Lisa had pricing on a grapple from company in Detroit Lakes.  Discussion had on grapple doing the job.  Gary is going to get quotes on tree pile and other grapple.

.

  • Chains – Skid steer needs chains on rear tires to get better traction.  They cost $290/set.

 

  • Meters- Would like to estimate water readings for the next 3 months.  Council does not want them estimated.

 

  • Equipment- Al asked about edging the streets and what the difference in size between old blower and new blower for skid steer.   Pressure washer is still at ACME waiting for them to get to it.

 

  • Sewer Bugs- They are done once a week in 2 locations along with 2 bags in lift station.

 

  • Job logs-  Corie would like emailed weekly

 

  • Shop keys- Corie asked about how many shop keys and if there was one in city office. 

 

Update & Business:  City Auditor

 

  • The November financials and December bills were reviewed and approved.  Lisa will look into Polar bill and getting rid of fax line and why the Library bill is so high.

 

  • Business Plan Richard Varecka- Lisa received call from Richard asking to let council know that he is still working on the business plan.

 

  • Daycare electric- Corie reminded Wynn that they need to change the name on Ottertail to them.

 

  • Salon- Lisa advised council that the salon will be opening again in January or February 2017.  Motion by Studeny second by Koropatnicki to approve 3 months free rent for the salon.  Ayes all present.  Nayes none.  Motion carries.

 

  • Natural Gas- Red River Regional Council asked if council was ready to look into natural gas.  Council asked Lisa to look into finding the information from prior and the volumes.

 

Committee Reports:

  • Valley Landfill- Lisa advised Valley Landfill is requesting that we raise the rates from $10.20 to $13.50.  Joan wants tabled until we can look at dumpster rates.

 

New Business

  • Christmas bonus- Motion by Studeny second by Carpenter to give full time employees who have been here 1 to 5 years $350 bonus and from 5 years to retirement $500 and for part time employees $175 bonus.  Ayes:  Carpenter, Snitker and Studeny Nayes:  Huttunen and Koropatnicki.  Motion carries.

 

  • Airport/Pembina Parcel- Joan inquiring how they can run a business out of airport.
