SPECIAL MEETING HELD TO DECLARE FLOOD EMERGENCY FOR THE CITY OF PEMBINA

Minutes for April 13th, 2023, Pembina City Council Special Meeting 

Date: April 13th, 2023, at 5:30 pm

Location: Professional Building

Present: Mayor Mike Fitzgerald, Ken Norby, Jeff Watts, Renee Thomas

Absent: Allen Huttunen (arrived after vote), Connor Snitker, Pat Burton

Guests: Sherri Carattini, Blaine Eisenbeis

Special Meeting called to order at 5:31 pm 

Agenda: This meeting was called to declare a Flood Emergency for the City of Pembina

      • Norby made a motion to declare a Flood Emergency for the City of Pembina. Seconded by Thomas. All ayes present.
      • Mayor Mike Fitzgerald signed the declaration.

Adjournment – Motion to adjourn at 5:32 PM by Watts.

City of Pembina Emergency Declaration

 

WHEREAS, the City of Pembina has been impacted by significant fall precipitation resulting in high soil moisture content; and

WHEREAS, the City of Pembina has been impacted by several snow and wind events resulting in snow and ice-filled drainage ditches and culverts; and

WHEREAS, the potential exists for additional precipitation events that would further increase the risk of flooding; and

WHEREAS, City of Pembina will potentially suffer damages to roads, bridges, culverts, drains and other public facilities caused by excessive spring runoff and forecasted river flooding; and

WHEREAS, the impact of these excessive amounts of water from snow that, threatens the well-being and safety of its residents; and

WHEREAS, the cost of response and recovery is in excess of available funds and resources for flood control, man power, equipment, fuel, sand and sand bags beyond normal conditions constitute a declaration of emergency.

NOW, THEREFORE, BE IT RESOLVED that the City Council declares an emergency and activates its Emergency Operations Plan, its procedures, attachments and appendices to monitor the situation, develop a detailed damage assessment, alleviate hardship and initiate appropriate relief actions and mitigation measures by departments and agencies of local government to limit the hardships and impact of this emergency upon the citizens of Pembina. Additionally, Pembina requests Pembina County to activate its Emergency Operations Plan.
