Official Minutes for February 18th, 2020, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, Cody Carpenter, Allen Huttunen, Mike Fitzgerald and via phone Melissa Hilliard

 

Absent:President Ron Fritz and VP Connor Snitker

 

City Employees Present: Lisa Hall/Auditor, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

City Attorney Present: Rob Fleming

 

City Engineer: not present

 

Others present: none

 

Public Portion-

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Motion by Huttunen, second by Fitzgerald to approve the agenda. Ayes all present. Motion carries.

 

Motionby Hilliard,second by Huttunen to approve December’s and January’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Martin from Forest River Colony gave verbal bid of $20,000 to demolish and leave in hole for now and $40,000 to demolish, haul off and refill hole. The Department of Health came up and took another sample from the tiles so waiting on those results. Lisa will request Martin submit bid in writing.

  • The January financials and February bills were reviewed and approved.

     

  • Motionby Huttunen second by Fitzgerald to designate Koda Bank as Pembina’s depository of public funds. Ayes all present. Motion carries.

     

    Committee Reports:

  • Rec Board- Lisa spoke with insurance and we have $34,908.73 to spend total to be able to collect the recoverable depreciation. Quote Lisa got for bleachers is $17,451. Motion by Huttunen second by Carpenter to spend up to $34,908.73 to purchase bleacher and roof replacement for south Pembina. Ayes all present. Motion carries.

     

  • Valley Landfill- Dumpster rates will be increased 10% next billing cycle per Valley Landfill but no increase in residential rates.

     

    New Business:

  • Fire Department- The new gear, hoses and nozzles are in. Blaine, Aimee and Cody will be attending the state fire school in March.

      

    Motion to adjourn by Hilliard at 6:14 p.m.
