Official Minutes for February 11th, 2019 Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, Melissa Hilliard, Cody Carpenter and Mike Fitzgerald

 

Absent: VP Connor Snitker and Allen Huttunen

 

City Employees Present:   Lisa Hall, Auditor/Administrator, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

 

City Attorney Present: Rob Fleming

City Engineer Present: Brad Bail

 

Others present: Ken Dow

 

Public Portion

Ken Dow here to inquire on taking over possession of the house at 152 Hayden St to fix up so livable.

 

Meeting called to order by Mayor Dorion at 6:05 p.m.

 

Changes to Agenda

 

No changes to the agenda. Motion by Hilliard, second by Carpenter to approve agenda as is. Ayes all present. Motion carries.

 

Motionby Fritz,seconded by Hilliard to approve January’s minutes; Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Tabled.  

     

    Engineer Report/Brad Bail  Motion by Carpenter, second by Fitzgerald to approve pay estimate number 4-final for $10,461.00. Ayes all present. Motion carries. Brad will come give a presentation of how a lagoon works and have some numbers for expansion.

    Employee Report/Concerns-

  • New blade update: Blade is working good still getting used to operating.

     

  • Driveways/Dead ends- Went over some of the complaints dead ends and driveways being filled in after home owner has cleaned out their drive. Also, some piles that are blocking views of oncoming traffic that property owners have put on right away. City will take a few bucket loads out for safety. Working at not filling in driveways.

  • The January financials and February bills were reviewed and approved.

     

  • Crotty house- Motion by Hilliard, second Fritz to accept Ken Dow’s offer to purchase the city owned house at 152 W Hayden St for $1 plus $250 attorney fees. All filing fees and outstanding specials are to be paid by purchaser. No unlicensed vehicles to be parked on property while Ken owns and yard to be mowed and kept to city standards. House must be resided and new roof put on and livable, rentable or ready to move in by November 30th, 2019. Garage on the property must also be resided and new roof or taken down by November 30th, 2019. Ayes all present. Motion carries.

     

    Committee Reports:

  • Rec Bd- Contractors did not get the bids to Rec Bd in time to submit for cost share from game and fish for the bathrooms and fish station. Lisa has Brad putting together ad for bids on grandstand. When we receive calls for that we will see if they could also look at these other two projects. For the pea rock at playground we plan to do a fundraiser feed and clean it out as soon as possible with weather cooperation.
