Attendance: Mayor
Absent: John Feldman, & Greg Wilmer
Present: Attorney Larry DuBois, Aud. /Adm.
Public Portion: no one present
Regular meeting called to order by Mayor Hillukka at
1. Changes made to agenda: Motion by Stanhope, second by Burton to accept changes to agenda. Motion carried. Motion by Burton second by Stanhope to approve December minutes with changes under 4.a after “center” change “we” to “they“. Motion carried.
2. City Engineer /
Regular meeting recessed at 6:15p.m. Edward (Doc) Johansson, Dallas & Leo Delorme here for Public Portion inquiring about City incentives & tax breaks for purchasing a business in town. Regular meeting reconvenes at 6:25p.
3. City Attorney Update: a) The letter from Ramsey & Towner County Water Resource districts is letting the City know they have a right to object to the draining of Devils Lake into the Sheyenne River. b) Motion by Burton second by Burke to accept the first reading repealing City Ordinance Article 5 Purchasing & Disposition of Property to Re-enact Article 5. Motion carried.
4. Employee Report: Nothing at this time
5. Mayor Update: a) Discussed possible options on Public works assistant position, City will wait making any decision on filling the position b). Updated council on PAL and HDR Engineering. Motion by Dorion, second by Burton to hire HDR Engineer to develop a work plan for City’s levee and fill out grant application. Motion Carried.
6. Aud. /Admin. Update: a) December Financials & end of year transfers reviewed and approved b) January bills reviewed and approved. C). Motion by Dorion second by Burke to go ahead and have Dougherty & Co. to proceed with refinancing of the 2004 street issue bond. Ayes, Dorion, Burke, Stanhope Burton Nay. None .Absent and not voting Wilmer, Feldman. Motion carried .d.) Abatement hearing is set for February Council meeting at 6:00 p.m.
7. Committee Reports: No reports at this time
8. New Issues: a) Motion by Dorion second by Burke to accept Special off- premises permit for Legion on February, 13th, 2010.
