Official Minutes for December 9th, 2019, Pembina City Council Meeting

Council Members Present: President Ron Fritz, VP Connor Snitker, Cody Carpenter, Melissa Hilliard, Allen Huttunen, and Mike Fitzgerald.

 

Absent: Mayor Kyle Dorion

 

City Employees Present: Lisa Hall/Auditor, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

 

City Attorney Present: Rob Fleming

 

City Engineer: Brad Bail/engineer

 

Others present: none

 

Public Portion-

 

Meeting called to order by President Fritz at 6:00 p.m.

 

Changes to Agenda

 

Motion by Snitker, second by Fitzgerald to approve the agenda. Ayes all present. Motion carries.

 

Motionby Huttunen,second by Snitker to approve November’s minutes. Ayes all present. Motion carries.

 

Old Business

  • Spot Bar- Lisa is still working with the Department of Health on this.

     

  • Recycling- Tabled.

     

  • Gastrak- Tabled.

     

  • Deer population- Lisa informed council what the next steps were if they wish to go forward on bow hunting in city limits to reduce deer population. Motion by Snitker, second by Fitzgerald to allow hunting east of the flood wall to the earthen dike and issue 15 licenses. Roll call vote: Ayes- Snitker and Fitzgerald. Nays: Hilliard, Huttunen and Carpenter. Motion dies

     

    Engineer Report/Brad Bail  Ron has nothing yet on the dam. Brad looked at drop basin by community center advised to put a 4 x 4 across to prevent stepping in hole. Next spring put a new casting on it.

    Attorney Update / Rob Fleming-

     

    Employee Report/Concerns-

  • Skid steer box scraper-Cody –. Motion by Huttunen, second by Fitzgerald to not exceed $3000 to purchase a box scraper but get bids from vendors first. Ayes all present. Motion carries.

     

  • Rubber cutting edges- These are $800 and would be used for slush. Table for now since not an issue until closer to spring.

     

  • Metal cutting edge- Main one is $2200 each side one is $750. They are the hardened steel and the regular steel are not available. Motion Snitker second Carpenter to purchase new cutting edges not to exceed $2500. Ayes all present. Motion carries.

  • The November financials and December bills were reviewed and approved.
