                                        Official Minutes June 10th, 2013 City Council Meeting

 

Attendance Council meeting:Council, Bev Burke, Debbie Stanhope, John Feldman, Greg Wilmer, Dan Waldrop and Greg Truax.

Present: Aud. /Adm. Nancy Thompson and Public works Ken Norby, City Engineer Dan Johnson and Brad Bail, Attorney Neil Fleming

Absent: Mayor Warren Hillukka

 Others Present: Greg& Corie Koropatnicki, Joel Burke, Mitch Mission, Nancy Feldman, Deb Weigel, Brenda Swynarchuck

Public Portion: Joel Burke was here about water drainage problem in his back yard. Joel had a few options he discussed with Council on fixing the problem. Ken also mentioned a few options also to fix it. Brenda Swynarchuck was here because the south side of coulee that runs along their property is sinking.   Ken will have the CORP look at this when they come up in June. Corie Koropatnicki was wondering about the cleaning of the community center and who was responsible for keeping it clean.  They rented it in May and before they could use it they had to clean it. Nancy Feldman was wondering if more speed bumps could be put down in South Pembina. Mitch Mission was here about the semi trucks not following the weight limits on City streets. Deb Weigel was here about the speeding on Cavalier Street.

Regular Meeting: Was called to order by Council President John Feldman at 6:30 p.m.

2. Motion by Burke second by Wilmer to approve May 13th minutes with changes. Ayes Stanhope, Burke, Waldrop and Truax Nays: None. Motion carried.

3. Old Business: a) Council had an agreement with Red River repair from 2011to review in 2 years the approach they put in on Cavalier street .They will be asked to attend July’s meeting to go over the review. b) Brent Corneliusen was sent a letter back in December of 2012 .The letter stated he had 6 months to get in compliance with the building inspectors report. Attorney will review this file for July’s meeting. c) Council reviewed quotes from Twamley on the demolition and hauling out of two city owned properties. (See attachment)  Attorney will review legalities on this for July’s meeting.  Councilman Wilmer enters meeting at 6:50 pm d) Approach at Gas Trak was reviewed again. Motion by Stanhope second by Wilmer to table approach at Gas Track until Julys meeting .All present and voting ayes .Motion carries.

4. City Engineer: a) Update on water/ sewer project. Still some discrepancy on things so a final pay request from Spruce was not ready. At Mays meeting Ken was to look at the City streets and alleys and make a list of spots that need to be fixed and work with the City Engineer on it.  

5. Attorney: a) Auditor has heard nothing from Ernie Ruet D’Auteuil .He has until July 1st 2013 on his properties after that demolition can began .b) Council reviewed  the vacation policy Attorney drafted . Motion by Waldrop Second by Truax to accept the new employee vacation policy. Ayes Stanhope, Burke, Wilmer, Waldrop and Truax Nays: None. Motion carried. (See attachment)   c) Council and Attorney discussed Parcel pickups and that their customers are dumping their garbage in dumpsters that aren’t owned by the parcels. Attorney will look into the garbage ordinance for July’s meeting. d) Attorney updated Council on the status of MCI vacation of streets and alleys from 1962. Attorney will research this further.

6. Employee Report: a) Ken let Council know mosquito sprayer is ready to go and there has been no mosquito in the traps yet this year. b) Ken will look into the water drainage problem for Joel Burke. c) A mail box will be put up at the shop for public works d) June 18th is the dike inspection with the CORP.

 7. Mayor Update: a) Discussed culvert by Mike’s warehouse. When J&R is up in August to jet Ken will have this culvert jetted also.

  1. Aud. /Admin. Update:  a) May financials reviewed and approved b) June bills reviewed and approved.  c) .  Motion by Wilmer  second by Stanhope to approve the renewal  of Corner Bar & Grill, DFA, Lamoure Golf course and Kern- Thompson post#77 American Legion  Yearly Beer & liquor license. Ayes Stanhope, Burke, Wilmer, Waldrop and Truax Nays: None. Motion carried.

 

9. Committee Reports: a) Council discussed the sale of City property lots 9-13 block 49. The said property needs t o be advertised it’s for sale before the city can sell it. .  Motion by Burke second by Stanhope to advertise the said city owned property lots 9-13 block 49. Ayes Stanhope, Burke, Wilmer, Waldrop and Truax Nays: None. Motion carried. This will be reviewed at July’s meeting.

10. New Business: a) Old museum was discussed. Since the fire department has items stored in there Jon Kalka would like to put up plywood in the areas that a person can get  into at old museum other then the doors .Council all agreed for Jon to go ahead and put up the plywood.

 

Attorney advised Council to go into closed session due to possible legalities.  Motion by Wilmer second by Truax to go into closed meeting at 7:45 pm. Ayes Stanhope, Burke, Wilmer, Waldrop and Truax Nays: None. Motion carried. Public was asked to leave meeting. Regular meeting called back into order at 8:05 pm .Public was told open meeting was called back into session and they may come back in and attend rest of meeting .Council president Feldman turns meeting over to Council vice President Burke due to upcoming conflict of interest items .Wilmer moves to rescind his motion taken on summer help at Mays meeting Waldrop seconds.  Ayes Stanhope, Feldman, Wilmer, Waldrop and Truax Nays: None. Motion carried.  Motion by Waldrop Second by Truax to hire both Jon Wilmer and Holly Phillips on an as needed basis for summer help. Ayes Stanhope, Waldrop and Truax Nays: None.Abstains Feldman and Wilmer. Motion carries.  Council discussed staying caught up on city mowing. Council said that if the mowing is behind that the summer help would be able to work overtime. Ken was wondering who was going to supervise them then. Council told Ken that they were old enough to be able to do the job and wouldn’t need direct supervision for those extra hours. Motion by Truax Second by Waldrop to have summer help mow and trim Pembina court trailer park. . Ayes Stanhope, Waldrop and Truax Nays: None.Abstains Feldman and Wilmer.

 

 

Motion by Feldman to adjourn at 8:45 p.m.
