Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker, Cody Carpenter, Mike Fitzgerald, Melissa Hilliard and via phone Allen Huttunen
Absent: none
City Employees Present: Lisa Hall/Auditor, Gary Helland/ Public Works Superintendent Assistant
City Attorney Present: Rob Fleming
City Engineer: Brad Bail
Others present: Blaine Eisenbeis/Fire Chief, Ryan Degelder and Heather Hoffman
Public Portion- Ryan here to inquire about purchasing the city lots next to him.
Meeting called to order by Mayor Dorion at 6:05 p.m.
Changes to Agenda
Add gravel to new business, Federal Building and Ryan Degelder under Lisa.
Motion by Snitker, second by Fritz to approve the agenda with changes. Ayes all present. Motion carries.
Motionby Fritz,second by Fitzgerald to approve May’s minutes. Ayes all present. Motion carries.
Old Business
Engineer Report/Brad Bail – There may be some funding from stimulus coming available for larger projects that could possibly be used for lagoon.
Attorney Update / Rob Fleming- Spot Bar contract has been sent to Forest River Colony

Mosquito chemical-will be needed soon. Motion by Hilliard second by Fitzgerald to purchase mosquito chemical as needed. Ayes all present. Motion carries.

Old utility box pickup- Gary wondering if we should try sell since it will just be sitting there. Motion by Hilliard second by Carpenter to sell the pickup. Ayes: Hilliard, Carpenter, Snitker and Fritz Nay: Huttunen and Fitzgerald

Random items behind shop- take picture and sell the items on bids

MCI/Gastrak culvert- Thorlakson’s said they should be getting to it in the next couple weeks.

JDA support letter- Motion by Snitker second by Fritz to sign the letter of from JDA. Ayes all present. Motion carries.

Dam cost-share funds- We received notice that the funds are on hold until further notice.
Update & Business: City Auditor/Lisa Hall

Ryan Degelder- Motion by Fritz second by Huttunen to not sell the lots. Ayes all present. Motion carries. Requested Ryan bring in a written offer and details of building he will be putting on the lots.

The May financials and June bills were reviewed and approved.

David Thompson house (old Steve Fritz house) - Motion by Snitker second by Hilliard to condemn the houses owned by David Thompson, Ernie Ruet D’auetuil, and Bret Corneliusen and shed owned by Brian White. Ayes all present. Motion carries.

Liquor License renewal- Motion by Snitker second by Hilliard to approve the annual liquor licenses for Lamoure Golf Course, DFA, Corner Bar and Legion. Ayes all present. Motion carries.

Bond renewal- Motion by Fitzgerald second by Hilliard to approve the bond renewal for Lisa. Ayes all present. Motion carries.

Gaming renewal FNF-Motion by Snitker second by Hilliard to approve the gaming license renewal for Friends of Neche Fireman for the pull tab machine in the Corner Bar. Ayes all present. Motion carries.
Committee Reports:

Playground- Lisa asking if ok to reopen the playground with signage. Council gave permission.

Fence at ball park- Lisa will contact Dakota Fence for the section directly in front of bleachers that used to be attached to the grandstand.

Cleaning South Pembina- Summer help will do a daily sanitizing. Al Huttunen will do the janitorial again but is requesting $40 per week this year. Motion by Snitker second by Fitzgerald to pay Al Huttunen $40 per week for janitorial in South Pembina. Ayes all present. Motion carries.

Fire Department- Chief Eisenbeis informed they had a structural fire on 6-1-20 that they were able to put out before it was destroyed. Requesting use of the old Crotty house for training. Motion by Snitker second by Hilliard to allow use of Crotty house to the fire department for training. Ayes all present. Motion carries.
New Business:

Gravel – Huttunen asking if we could put some gravel down in the bad spots at the post office to help them out. Blaine Eisenbeis informed council he has already offered to do so for free but was told by them no.
