Special Council Meetings

Present:  John Feldman, Pat Burton, Rick Senum, Beverly Burke, Nancy Thompson, and Mayor Warren Hillukka.   Absent:  Kyle Dorion

Others Present:  Ken Norby, Kathy Johnson

 

Call to order at 6:50 p.m.

 

1.  Motion by Feldman, second by Burton, to participate in the PACE interest buy-down for Valley Crete Products in the amount of $10,000 to be paid over 15 years in conjunction with Pembina County Job Development Authority as a loan to be repaid at terms set by PCJDA.  Roll call vote:  Ayes – Burke, Burton, Feldman, Senum; Nays – Thompson; Absent and not voting – Dorion.  Motion carried. 

 

2.  Motion by Feldman, second by Senum, to approve the liquor license renewals which are paid by the date the auditor sets. Motion carried, 100% voting aye.

 

3.  Individual presentations on meters from Dale Hammer of Dakota Supply Group, Tim Stetz of FGOH2O, and Bob Schelstad of Northern Water Works.    

 

4.  Motion to adjourn by Burke, 9:00 p.m.

Special Meeting Report

Monday, June 27, 2005

Present:  Pat Burton, Beverly Burke, and Mayor Warren Hillukka.   Absent:  John Feldman, Kyle Dorion, Nancy Thompson, Rick Senum

 

Others Present:  Erik Volk of ND Rural Water Systems Association, Ken Norby, and Kathy Johnson

 

No quorum present, so meeting not called to order.

 

1.  Presentation of rate analysis based on 2004 data was made by Volk.  Suggestions included adjusting the source of salaries, and establish a fixed charge for water connection. 

 

2.  Meter bids reviewed.  NSF 61 standard is required by Health Department. Policy regarding meters needs reviewing.

 

3.  Ken reported on projects reviewed by engineer Dan Johnson: a) Lagoon – one of the culvert end pieces is busting, but as long as it does drain it should not be a problem.

 b) LaMoure Street has room to put in a ditch along the south side, and will need to clean the N-S ditch in that area along the railroad bed.  c) Chippewa – Recommended putting in a 12” culvert under the driveway at Johnson’s.
