Public Portion
Tara here inquiring if the city would be willing to rezone a property if she purchased a home in town to use as her photography studio.
Meeting called to order by Mayor Dorion at 6:05 p.m.
Changes to Agenda
Add Tara Emerson under Attorney. Motion by Fritz, second by Huttunen to approve changes to the agenda. Motion carries.
Motionby Fitzgerald, seconded by Fritz to approve November’s minutes; Ayes all present. Motion carries.
Old Business

Levee-Nate gave a slide presentation of the work. Our flood protection is good now for another 100 years. The project has been completed through FEMA.

Bret Corneliusen –Motion by Snitker, second by Fritz to remove Bret Corneliusen and Ernie D’auetuil from old business. Ayes all present. Motion carries.

No Parking on 5th St S.-(A.H.) – Motion by Huttunen, second by Carpenter to remove 5th Street parking until March 2019. Ayes by all present. Motion carries.
Engineer Report/Brad Bail – Brad gave update on the 5th Street project. Battling with Gowan about final numbers. We are still within the budget. The manhole on 5th will be repaired next spring.
Attorney Update / Rob Fleming-Looked at ordinance for conditional permit and recommends that Tara makes any house sale contingent on the rezoning approval. To rezone it must go through the legal process and neighbors can protest.

Jerry Lyons: Discussed the receipts that were presented. Attorney advised that the burden of proof is on the Lyons. Motion by Snitker, second by Fitzgerald to put the burden of proof on the Lyons and it will be readdressed if they can provide it. Ayes all present. Motion carries. Lisa will contact and let them know that council would like to see the pictures again and more proof.

Golf course/Martina: Huttunen informed council that the golf course would not be selling the land donated by Tim Wilwand. Lisa requested that a budget/financials be given to the city since funds are going to them. Fitzgerald informed council that the recreation board gave $2750 to the golf course and of that $2000 will not need to be paid back the $750 is contingent on them getting a credit card machine. If get one no need to pay back if not it can be used for supplies for one of their fundraisers and paid back after the fundraiser.

Ames House: When Gary and Blaine went over to inspect the doors were padlocked. Spoke to family and no sign of rodents in house and windows have been closed up now. Also, the basement walls have had no change since they had moved in. Fitzgerald will ask Levi Jenson if they would be able to clean out or board up the garage since it is currently sitting wide open.

Maxwell house update- State said the application approval for inspecting for asbestos can take 2 months so now just waiting to hear back.
