Official Minutes for March 9th, 2020, Pembina City Council Meeting

Council Members Present: Mayor Kyle Dorion, President Ron Fritz, VP Connor Snitker, Cody Carpenter, Allen Huttunen, Mike Fitzgerald and via phone Melissa Hilliard

 

Absent:

 

City Employees Present: Lisa Hall/Auditor, Gary Helland/Public Works Superintendent, Blaine Eisenbeis/Public Works Assistant

City Attorney Present: Rob Fleming

 

City Engineer: Brad Bail/engineer

Public Portion-

 

Meeting called to order by Mayor Dorion at 6:00 p.m.

 

Changes to Agenda

 

Add Emergency Declaration under Mayor.

Motion by Hilliard, second by Fitzgerald to approve the agenda with changes. Ayes all present. Motion carries.

 

Motionby Fitzgerald,second by Carpenter to approve reading of February’s minutes. Ayes all present. Motion carries.

 

Huttunen arrives at 6:02.

 

Old Business

  • Spot Bar- Table until receive written bid.

     

    Engineer Report/Brad Bail Discussed the dam and how the role of WSN and Barr would switch.

    Attorney Update / Rob Fleming- Nothing at this time

     

    Employee Report/Concerns-

  • Rubber cutting edge- Motion by Fritz second by Snitker to purchase rubber cutting edge. Ayes: Snitker, Fritz, Carpenter, Hilliard and Fitzgerald. Nay: Huttunen. Motion carries.

     

  • Drainage ditch/Twamley- Motion by Huttunen second by Hilliard to hire Twamley to clean out drainage ditch. Ayes all present. Motion carries.

     

    Update & Business: Mayor

    Motion by Huttunen second by Fitzgerald to approve the Mayor signing the flood emergency declaration. Ayes all present. Motion carries.

     

    Update & Business: Public Works Assistant/Blaine Eisenbeis

  • The February financials and March bills were reviewed and approved.

    New Business:

  • Fire Department- Protestor meeting Blaine was going to attend in Hallock was cancelled. The 3 members completed 64 hours of training at state school. Looking to the future the fire hall will need to be expanded which will need city property.

     

     Motion to adjourn by Fritz at 6:17 p.m.
